Raipur Police Crack Down on Online Betting Racket in Delhi’s Dwarka, Six Booked Including Interstate Accused

Acting on specific intelligence, Raipur police carried out a major operation against online betting in Delhi’s Dwarka, raiding KABooK panels numbered 108 and 10, arresting six accused including one interstate offender, and seizing betting-related material worth around ₹6 lakh. Under the direction of Raipur Range Inspector General Amresh Mishra and Senior Superintendent of Police Dr. Lal Umed Singh, a joint team of the Anti-Crime and Cyber Unit (ACCU) and Khamhardih police station conducted the raid and arrested Rakesh Madnani alias Daki, the main operator of the KABooK panel, along with five others.

The arrested accused have been identified as Rakesh Madnani alias Daki (36), a resident of Raipur; Ghanshyam Manuaja alias Bablu (21), from Bilaspur; Gagan Tolani (30), from Bilaspur; Dharmendra Rajani alias Sonu (32), from Jabalpur, Madhya Pradesh; Vivek Narsinghani (32), from Dhamtari; and Vikas Tarwani alias Babu (32), from Raipur.

During the raid, police seized 17 mobile phones, three laptops, 22 bank passbooks, seven checkbooks, 27 ATM/debit cards, one CP Plus camera, two power extension boards, registers and pens used for maintaining betting records, with the total estimated value of the seized material amounting to around ₹6 lakh.

The investigation into the case began after the arrest of two accused, Jai Motwani and Gautam Madnani, on April 12, 2025, from Shiva Telecom in Rajiv Nagar, Raipur, for involvement in online betting. Their interrogation and technical analysis led the police to trace the operation of KABooK panels in Dwarka, Delhi. After conducting reconnaissance, the police launched a raid and caught six bookies red-handed while operating online betting during the IPL 2025 matches. An FIR numbered 84/25 has been registered at Khamhardih police station under Sections 6 and 7 of the Chhattisgarh Gambling Prohibition Act 2022, Sections 318(4), 61(2), and 112(2) of the Bharatiya Nagarik Suraksha Sanhita (BNSS), and Section 25C of the Indian Telegraph Act.

Highlighting the ongoing crackdown during IPL 2025, police said that so far 21 cases have been registered, 63 accused arrested, and material worth approximately Rs 1 crore seized, with continuous action being taken against online betting rackets operating through various apps and panels such as Gajanand, Mr. Bean, Winpro, Diamond, Kingdombook, and Lotus.
