Ramen Deka addressed eighth session of 6th Chhattisgarh Legislative Assembly

Ramen Deka today addressed the eighth session of the 6th Chhattisgarh Legislative Assembly. On his arrival at the Vidhan Sabha, he was received by Chief Minister Vishnu Deo Sai, Speaker Raman Singh, and Leader of Opposition Charan Das Mahant.

In his address, the Governor congratulated members on the Silver Jubilee of the state’s formation and the inauguration of the new Vidhan Sabha building by Prime Minister Narendra Modi. He said the state has begun its journey towards becoming a Developed State by 2047.


Agricultural Reforms and Farmer Welfare

The Governor said last-mile delivery and welfare of the poorest citizen remains the government’s priority.

  • Paddy Procurement: 141.04 lakh metric tonnes purchased from 25.24 lakh farmers at Minimum Support Price (MSP). Total payment of ₹33,431 crore made.
  • Krishak Unnati Yojana: ₹10,292 crore to be paid to farmers before Holi.
  • PM-Kisan (Pradhan Mantri Kisan Samman Nidhi): 24.72 lakh farmers benefiting under the central scheme.
  • Deendayal Upadhyay Bhoomiheen Krishi Mazdoor Kalyan Yojana: Over 5 lakh landless labourers receiving ₹10,000 annually.
  • Center of Excellence: To be established at Indira Gandhi Krishi Vishwavidyalaya with support from Bhabha Atomic Research Centre at a cost of ₹6 crore to enhance food grain shelf life.

Women Empowerment and Social Security

The year is being observed as ‘Mahtari Gaurav Varsh’.

  • Mahtari Vandan Yojana: ₹1,000 per month deposited into accounts of around 69 lakh women. So far, ₹15,596 crore transferred in 24 instalments.
  • Mukhyamantri Kanya Vivah Yojana: 6,412 couples married in February 2026, including six surrendered former Naxal couples.

Anti-Naxal Operations and Bastar Development

Significant progress reported against Maoist terrorism:

  • 532 Maoists neutralised
  • 2,704 surrendered
  • 2,004 arrested
  • Niyad Nella Naar Yojana: Providing basic amenities in former Maoist-affected areas.
  • Bastar Connectivity: 146 road and bridge projects worth ₹1,109 crore sanctioned.
  • Digital Expansion: 728 mobile towers commissioned to strengthen 4G connectivity.

Industrial Growth and Infrastructure

  • New Industrial Policy: Investment proposals worth ₹7.83 lakh crore in semiconductors, IT, pharma, and AI sectors.
  • Railway Projects: Works worth ₹51,000 crore underway.
  • Expressways: Raipur–Visakhapatnam and Raipur–Dhanbad expressways under construction.
  • Aviation Infrastructure: Airports in Raipur, Bilaspur, Jagdalpur, and Ambikapur being strengthened; cargo facility operational at Raipur Airport.

Healthcare and Education

  • Five New Medical Colleges: At Jashpur, Manendragarh, Kabirdham, Janjgir-Champa, and Dantewada, adding 250 MBBS seats.
  • Super-Specialty Hospital: 300-bed hospital in Nava Raipur in collaboration with Bombay Hospital at a cost of ₹680 crore.
  • Education Hub: Nava Raipur being developed as an education hub, including the state’s first Space Centre and Science City.

The Governor concluded by referring to the ‘Anjor Vision Document’, describing it as the blueprint for transforming Chhattisgarh into a Developed State by 2047 through collective participation, transparency, and good governance.
