Kedar Kashyap outlines roadmap for agriculture and transport sectors

Minister for Cooperation and Transport Kedar Kashyap addressed the media, detailing the state government’s achievements and future targets in agricultural credit, rural connectivity, and road safety.
Over ₹7,600 crore disbursed as interest-free agri loans
The Minister said the government fixed a ₹9,000 crore agricultural credit target at 0% interest for 2025-26.
So far, ₹7,667 crore has been disbursed to 15.55 lakh farmers.
During the Kharif season 2025-26, the government procured 141.04 lakh metric tonnes paddy from 25.24 lakh farmers via cooperative societies, with ₹31,275 crore payment cleared.
Under ‘Sahkar se Samriddhi’ initiative, 1,341 new cooperative societies formed:
- 515 PACS
- 351 dairy societies
- 322 fisheries societies
- 153 forest produce societies
Digitalisation push:
- 2,028 of 2,058 PACS computerised
- Micro-ATM transactions worth ₹230 crore
Sugar sector
- 4 cooperative factories operational
- Supporting 55,000+ sugarcane farmers
- 67,000 MT sugar production (2024-25)
- Recovery rate 11.20% (higher than national 9.28%)
Expansion of Mukhya Mantri Gramin Bus Yojana
First phase aims to operate 100 buses in Bastar division and Surguja division.
Currently:
- 69 buses running
- 450 villages connected first time
Operator incentives
- Year-1: ₹26/km
- Year-2: ₹24/km
- Year-3: ₹22/km
- Full tax exemption up to 3 years
2026-27 plan: 200 new buses
Road safety & Electric Vehicles (EVs)
The Minister noted approximately 15,000 road accidents in 2025, causing 6,700 deaths.

EV policy benefits
- 10% subsidy (up to ₹1 lakh)
- 50% lifetime tax discount
- 1.73 lakh EVs registered
- ₹110 crore proposed subsidy budget

Automated Testing
- 8 Automated Fitness Centres operational
- State ranks 2nd after Gujarat
Digital services
- ‘Bus Sangwari’ app — routes & timings of 4,512 buses
Home delivery
- 53.26 lakh DL & RC delivered by post (June 2022 – 9 Feb 2026)
Rahveer Yojana
- ₹25,000 reward for helping accident victims during golden hour
Safety manpower
- 2,400 Sadak Suraksha Mitras deployed
Focus areas: farm credit, cooperatives, rural transport, EV adoption, and road safety awareness.
