Govt gives nod to Power Transmission IPO and Rs 15,000 per acre aid for crop diversification

The Chhattisgarh cabinet, chaired by Chief Minister Vishnu Deo Sai at Mahanadi Bhawan on Tuesday, approved a series of major policy decisions aimed at agrarian reforms, infrastructure growth, and clean urban transport.

Nod for Power Transmission IPO

The cabinet gave its in-principle approval to list the Chhattisgarh State Power Transmission Company Limited on the stock exchanges through an Initial Public Offering (IPO). This decision aims to strengthen the financial capacity and transparency of the utility while allowing citizens and investors to participate in its growth. The cabinet has authorised the company’s Board of Directors to complete the necessary formalities.

Direct Benefit Transfer under Krishak Unnati Yojana

The cabinet approved a revised format for the Krishak Unnati Yojana starting from the Kharif 2026 season. To promote crop diversification, raise farmers’ income, and reduce the heavy dependency on paddy, the state government will provide an input assistance of ₹15,000 per acre. This benefit will apply to farmers shifting from paddy to other Kharif crops, including pulses, oilseeds, maize, kodo, kutki, ragi, and cotton.

The state will disburse this assistance based on data from the Integrated Farmers Portal, Agristack registration, and digital crop surveys. The move is expected to increase the cultivation area of alternative crops, ensure better returns, and support long-term water conservation.

Extension of pulses distribution under PDS

The cabinet cleared a proposal to ensure uninterrupted supply of chana (chickpeas) to eligible beneficiaries under the Public Distribution System (PDS) for the financial year 2026-27. The Chhattisgarh State Civil Supplies Corporation has been permitted to procure chana via the NCDEX e-Markets Limited (NeML) e-auction platform at a service charge of 0.25% or less. The cabinet also approved a three-month extension of the existing distribution arrangement from April to June 2026 to ensure food and nutritional security.

Yoga department moved to Medical Education

The cabinet approved transferring the subject of Yoga from the Social Welfare Department to the Medical Education Department. Yoga is an integral part of the AYUSH system, and its education and research are managed through the national AYUSH framework. The reallocation aims to streamline administrative coordination and improve the execution of yoga-related educational and training activities.

240 Electric Buses for major cities

The cabinet cleared the Direct Debit Mandate (DDM) under the Payment Security Mechanism (PSM) scheme for the effective implementation of the PM-eBus Sewa Scheme. This clearance will pave the way for operating 240 approved electric buses across Raipur, Durg-Bhilai, Bilaspur, and Korba. The initiative aims to provide clean, safe, and affordable public transport while reducing urban pollution and improving energy efficiency.

Stamp Duty Exemption extended for Nava Raipur

The cabinet extended the stamp duty exemption granted to the Nava Raipur Atal Nagar Development Authority for land procurement through mutual consent until 31 March 2028. This extension will speed up land acquisition and support planned infrastructure growth in the capital region.

Strict rules to curb Illegal Mining

Amendments to the Chhattisgarh Minerals (Mining, Transportation and Storage) Rules, 2009, received cabinet approval. Under the new rules, RFID tags and vehicle tracking systems are mandatory for all mineral-transporting vehicles. Modern technology will also be deployed to assess mineral grades and quantity.

The state has increased the storage fee and security deposits collected from storage licence holders. To promote ease of doing business, provisions have been made to allow allotment of additional land to licence holders and amalgamation of two storage licences. These steps aim to eliminate illegal mining and transit, increase transparency, and boost state revenues.
