Chhattisgarh govt asks collectors to strengthen waste management implementation

The state government has directed all district collectors to ensure effective implementation of the Solid Waste Management Rules, 2026, in urban bodies across the state. In a circular issued from the Mantralaya, the Urban Administration and Development Department instructed collectors to take necessary steps in their role as chairpersons of district-level committees constituted under Swachh Bharat Mission (Urban) 2.0.
Collectors have been asked to hold meetings with municipal commissioners and chief municipal officers to review the status of solid waste management in detail. The exercise will include inspections and audits of facilities such as Material Recovery Facilities (MRFs), composting units, waste processing and recycling plants, transfer stations, sanitary landfills, and legacy waste dump sites. The review will assess the operational, technical, and environmental condition of these facilities.
To ensure timely completion of approved projects, collectors have also been directed to monitor progress through geo-tagged photographs. These photographs will be submitted every month through email for verification during review meetings. District administrations have additionally been asked to identify and address obstacles affecting project execution.
The department has further instructed collectors to regularly review the collection, transportation, and processing of solid waste. Monitoring of visible cleanliness, cleaning of water bodies and backlanes, and desilting of drains and nullahs has also been included in the review process. Authorities have also been asked to monitor the disposal and processing of Construction and Demolition (C&D) waste.
District authorities will also oversee the uploading of progress reports and sanitation-related activities on the Swachhtam portal under the Swachh Bharat Mission. The department has directed collectors to accord top priority to these responsibilities.
