ED Conducts Raids in Bharatmala Project Case; Land Dealer Under Scanner in Chhattisgarh

Raipur
In a major development linked to alleged irregularities in the Bharatmala Pariyojana, the Enforcement Directorate (ED) on Monday carried out coordinated searches at multiple locations associated with a land dealer, intensifying its probe into suspected financial misconduct in Chhattisgarh.
According to sources, the agency conducted simultaneous raids at over half a dozen premises linked to Gopal Gandhi, including his residence in Abhanpur, his office, and properties connected to his relatives. A team of around 13 ED officials is said to be involved in the operation, which continued for several hours.
The searches were not without resistance. Officials reportedly faced initial obstruction while attempting to enter Gandhi’s residence, with arguments breaking out despite the presence of local police. Similar disputes were reported at his office and at the residences of his brothers, where legal objections were raised before the ED team was eventually allowed to proceed after producing official notices.
Preliminary inputs suggest that the case pertains to alleged irregularities in land acquisition and compensation linked to the Bharatmala project. Investigators are examining claims that compensation worth approximately ₹13 crore was fraudulently withdrawn in the names of family members, causing losses to the state exchequer. These allegations, however, are yet to be officially confirmed by the agency.
Background: Bharatmala Project in Chhattisgarh
The Bharatmala Pariyojana is a flagship infrastructure initiative of the Government of India aimed at developing a network of economic corridors, border roads, and national highways to boost connectivity and logistics efficiency across the country. Launched in 2017, the project envisages the construction and upgradation of over 34,000 km of highways in its first phase.
In Chhattisgarh, the project holds strategic importance, linking mineral-rich and tribal regions with major trade routes. Several highway stretches under the programme involve large-scale land acquisition, making compensation processes a critical and sensitive component. Over the years, concerns have periodically surfaced regarding discrepancies in land valuation, beneficiary identification, and disbursement of compensation, prompting scrutiny by investigative agencies.
Investigation Gains Momentum
With the ED stepping in, officials believe that documents and digital evidence gathered during the raids could shed light on the alleged modus operandi and the involvement of other individuals. The action is expected to unravel whether systemic lapses or deliberate manipulation enabled the suspected diversion of funds.
The case has also raised larger questions about administrative oversight. Observers note that if the allegations hold, it would indicate significant gaps in monitoring mechanisms during compensation disbursal under large infrastructure projects.
Public Questions and Next Steps
The investigation has triggered public debate over accountability. Whether the probe will extend beyond smaller players to identify higher-level complicity remains to be seen. The ED has not yet issued an official statement on the action or the findings so far.
As the probe progresses, attention will remain on whether the case leads to substantive action or follows the trajectory of previous high-profile cases that struggled to reach closure under competing pressures.
