ACB-EOW files supplementary chargesheet in CGMSC scam

Raipur: The Anti-Corruption Bureau (ACB) and Economic Offences Wing (EOW) have filed a supplementary chargesheet against four individuals in the alleged Chhattisgarh Medical Services Corporation (CGMSC) scam before a special court on 16 April 2026.
The case pertains to alleged irregularities in the procurement of medical equipment and reagents for the “Hamar Lab” scheme, which provides free diagnostic services across state health centres.
The accused named in the chargesheet include Abhishek Kaushal (Director of Recorders & Medicare Systems Pvt Ltd), Rakesh Jain (Proprietor of Shri Sharda Industries), Prince Kochar (Prince Jain), and Kunjal Sharma (Marketing Head of Diasys India Pvt Ltd).
According to the investigation, certain firms allegedly formed a cartel to influence the tender process. Three firms—Mokshit Corporation, Recorders & Medicare Systems, and Shri Sharda Industries—were shortlisted after submitting tenders with identical patterns for products, pack sizes, and reagents.
The probe revealed that Prince Kochar coordinated between these firms to submit forged documents related to production capacity and maintenance services to qualify for the tender. Eventually, Mokshit Corporation secured the contract by quoting the lowest rates.
Further investigation by ACB-EOW alleged that Kunjal Sharma conspired with Shashank Chopra (partner at Mokshit Corporation) to quote prices significantly higher than the actual Maximum Retail Price (MRP).
Authorities stated that CGMSC accepted these inflated rates, resulting in the supply of reagents at up to three times the actual cost, causing a loss of around ₹550 crore to the state exchequer.
Charges have been filed under Section 409 (criminal breach of trust) and Section 120B (criminal conspiracy) of the Indian Penal Code (IPC), along with relevant provisions of the Prevention of Corruption Act.
So far, a total of 10 individuals have been chargesheeted, and officials confirmed that further investigation is underway to fix accountability for the misuse of public funds in the scheme.
