The Chhattisgarh government has decided to eliminate the requirement for a state-level license to open petroleum retail outlets (petrol pumps). This change comes after a notification issued by the Department of Food, Civil Supplies, and Consumer Protection on 14 November 2024. Now, entrepreneurs only need to comply with the provisions of the Central Petroleum Act to open a petrol pump. The previous dual-approval process has been removed to simplify the procedure.
Previously, entrepreneurs had to obtain a purchase and sale license from the Food Department through the District Collector, and the license had to be renewed annually or once every three years. The dual approval system, which required permission from both the state and central governments, increased time, cost, and paperwork. Now, only central regulations need to be followed. This move is expected to provide relief to entrepreneurs and make the process of opening petrol pumps faster and more affordable, marking a significant step towards promoting business and simplifying regulations in Chhattisgarh.
The reduced paperwork and single-level approval system will enable quicker establishment of petrol pumps. New entrepreneurs, particularly small business owners and oil companies, will be able to start operations with fewer obstacles. This reform is also expected to encourage the establishment of petrol pumps in rural and remote areas where fuel accessibility is currently limited.
This change will increase fuel availability in Chhattisgarh, making petrol and diesel more accessible to the public, especially in areas with few petrol pumps. The opening of new outlets will also boost investment and contribute to infrastructure development in the state. The reform aligns with the government’s aim to enhance ease of doing business and foster economic growth.
Chhattisgarh Chief Minister Vishnu Deo Sai stated that the government is committed to creating a business-friendly environment in the state. By simplifying rules and removing unnecessary obstacles, the state is working to facilitate industry, support businesses, and encourage investment, which will benefit both entrepreneurs and the public by ensuring better services. This decision is expected to make opening petrol pumps easier in Chhattisgarh, expand fuel access across regions, and strengthen the state’s economy.
