Chhattisgarh Cabinet Approves Key Reforms in Rural Transport, Technical Education, and Teacher Adjustment

Raipur: In a cabinet meeting chaired by Chief Minister Vishnu Deo Sai at Mahanadi Bhavan, several important decisions were approved to enhance rural connectivity, promote technical education, support farmers, and resolve issues related to terminated teachers.

Approval for Mukhyamantri Gramin Bus Sewa Yojana
To improve passenger transport in remote tribal and rural areas, the Mukhyamantri Gramin Bus Sewa Yojana was approved. The scheme allows permits for light to medium passenger vehicles (18–42 seats excluding driver) to operate on new rural routes, which will be identified by state and district-level committees.

Permits will be issued to local residents, with priority given to Scheduled Tribes, Scheduled Castes, Other Backward Classes, women, and those affected by Naxal violence. Permit holders will receive full exemption from monthly motor vehicle tax for up to three years.

The state will also provide operational assistance of ₹26/km in the first year, ₹24/km in the second year, and ₹22/km in the third year. Full fare exemption (with one attendant) will be provided to visually impaired individuals, people with disabilities, senior citizens (80+), and those living with AIDS. A 50% fare concession will be given to persons affected by Naxal violence.

Free Land Allotment for NIELIT Centre in Nava Raipur
To promote digital skills and technical education, the Cabinet approved free allotment of 10.023 acres of land in Nava Raipur Atal Nagar to the National Institute of Electronics and Information Technology (NIELIT).

The state-of-the-art center will focus on IT, electronics, and digital skill development, offering quality education and boosting employment opportunities for youth across Chhattisgarh.

Expansion of Krisak Unnati Yojana to Leased and Submerged Lands
In a farmer-friendly move, the Cabinet extended the Krisak Unnati Yojana to include farmers cultivating land on lease, sharecropping (batai), or submerged land. These farmers, who have sold paddy or paddy seeds to cooperative societies or the Chhattisgarh State Seeds and Agriculture Development Corporation during the Kharif season, will now receive input assistance.

Adjustment of 2,621 Terminated B.Ed.-Qualified Teachers
In a major relief to 2,621 B.Ed.-qualified assistant teachers whose services were terminated in 2023, the Cabinet approved their adjustment as Assistant Teacher (Science – Laboratory). This is based on recommendations by an inter-departmental committee.

They will be placed against 4,422 vacant non-advertised posts. Those with Class 12 in Arts/Science will get three years to acquire the required Math/Science qualification and will undergo two-month lab training by SCERT. Additionally, 355 OBC candidates will be accommodated via supernumerary posts.

Priority in postings will be given to Scheduled Areas, then border districts, and finally other districts.
