Chhattisgarh Budget 2025: ‘GYAN’ Gets ‘GATI’ – Education Receives the Biggest Share, 10,000 Jobs Announced, No New Taxes, NIFT to Open in New Raipur

The Chhattisgarh government has presented its second budget for 2025, focusing on GYAN (education) with GATI (growth and acceleration). Finance Minister OP Chaudhary emphasized that ‘GATI’ would drive Chhattisgarh’s development. He highlighted the state’s economic progress, noting that its GDP, which was just ₹21,000 crore in 2000, has now surpassed ₹5 lakh crore.

Chaudhary presented the ₹1,65,100 crore budget in a handwritten 100-page document, which he read in 1 hour and 44 minutes. The budget aims to strengthen education, healthcare, employment, tourism, agriculture, and industrial growth, while ensuring good governance.

Key Budget Highlights

Education – Biggest Priority

  • ₹22,356 crore allocated for school education.
  • ₹277 crore for the PM Shri School Scheme.
  • ₹10 crore for National Jamboree.
  • ₹30 crore for new school buildings.
  • 17 new Nalanda libraries to be opened.
  • ₹75 crore to develop 25 colleges into centers of excellence.

Agriculture & Farmers

  • ₹20 crore for organic farming promotion.
  • ₹24 crore for organic certification.
  • ₹60 crore for sugarcane farmer bonuses.

Healthcare

  • ₹1,850 crore allocated for healthcare.
  • Expansion of Advanced Cardiac Institute at Dr. BR Ambedkar Hospital, Raipur.
  • 128-slice CT scan machine to be installed at Mahasamund Medical College at a cost of ₹14 crore.
  • 100-bed hospital to be built in Sarona, Raipur.

Women & Child Welfare

  • ₹5,500 crore for Mahtari Vandan Yojana.
  • ₹79 crore for 7 working women hostels.
  • ₹5 crore for Beti Bachao Beti Padhao.
  • ₹20 crore for Sakhi Centers.

Employment & Youth Welfare

  • 10,000 new government jobs to be created.
  • Recruitment for school teachers and college faculty to begin this financial year.

Journalists’ Welfare

  • ₹1 crore allocated for journalist exposure visits.
  • Honorarium doubled from ₹10,000 to ₹20,000 per month.

Tourism & Cultural Development

  • ₹5 crore for home stays in Bastar & Surguja.
  • ₹10 crore for eco-tourism in Bastar.
  • ₹10 crore for Jashpur tourism circuit.
  • ₹5 crore for adventure tourism in Baikunthpur-Balrampur-Jashpur.

Infrastructure & Public Works

  • ₹500 crore for new road construction under CGRIDCL.
  • ₹100 crore for ring road & bypass projects.
  • ₹109 crore for state highway and road development.

Social Welfare & Rural Development

  • ₹20 crore for electrifying 70 villages across 40 camps under Niyad Nellanar Yojana.
  • ₹420 crore for the Chief Minister Pension Scheme.
  • ₹30 crore for the PM E-Bus Service.

Other Major Announcements

  • National Institute of Fashion Technology (NIFT) to be established in New Raipur.
  • No new taxes introduced.
  • ₹1 reduction in petrol prices.
  • 53% DA hike for government employees.
  • Focus on reducing crime, improving governance, and boosting industrial growth.
