Govt school headmistress suspended over conversion allegations and misuse of government funds in Baloda

Raipur: The headmistress of PM Shri Government Girls Primary School, Baloda has been suspended by the District Education Officer (DEO) following allegations of religious conversion attempts and embezzlement of government funds.
According to a report submitted by the Block Education Officer (BEO), Baloda, several local residents lodged complaints against headmistress Lakshmi Devi Bhardwaj, accusing her of allegedly influencing and pressuring students to convert to Christianity by making remarks against Hindu culture and deities. Based on the complaints, Baloda police registered a case under Sections 126 and 135(3) of the Bharatiya Nagarik Suraksha Sanhita (BNSS).
During the inquiry, authorities also found alleged financial irregularities linked to the utilisation of school development funds and Samagra Shiksha funds between the financial years 2021-22 and 2023-24. The investigation revealed that funds were allegedly withdrawn using forged bills and vouchers, while PPOs were reportedly issued in the names of relatives of the headmistress.
Officials further stated that School Management Committee (SMC) funds were allegedly used without mandatory approvals and without physical verification of the materials purchased. The administration termed the alleged acts a serious violation of financial norms and service conduct rules.
The DEO office had earlier issued a show-cause notice to Bhardwaj seeking her explanation. However, authorities found her reply unsatisfactory. During a public grievance hearing held at Bhilai village on May 7, 2026, the matter was reviewed and her conduct was classified as serious misconduct under Rule 3 of the Chhattisgarh Civil Services (Conduct) Rules, 1965.
Acting under Rule 9 of the Chhattisgarh Civil Services (Classification, Control and Appeal) Rules, 1966, the DEO ordered her suspension with immediate effect. During the suspension period, she has been attached to the office of the BEO, Baloda, and will receive subsistence allowance as per government provisions.
