The Chhattisgarh Cabinet, led by Chief Minister Vishnu Deo Sai, on Wednesday approved a series of impactful decisions aimed at strengthening governance, empowering youth, and promoting culture and tourism.
Key highlights include:
- A transparent transfer policy for government employees
- Renaming of culturally significant villages
- Establishment of a Kalagram (Cultural Hub) and a National Archery Academy in Nava Raipur
- A new affordable housing policy for the urban poor
- Launch of the Yuva Ratna Samman to honour outstanding youth contributions
- Relaxation of coaching qualifications to boost sports recruitment
- Rollout of a Homestay Policy to encourage rural tourism and local employment
Transparent and People-Centric Transfer Policy for 2025 Approved
The Cabinet approved the state government’s transfer policy for 2025:
- District-level transfers: Oversight by in-charge minister (June 14–25)
- State-level transfers: Require approval from departmental minister
- Application window: June 6–13
- Minimum 2 years of service required for eligibility
- Special provisions for employees with serious illness, disabilities, or those nearing retirement
- Transfers from Scheduled Areas only with substitutes
- Priority for husband-wife postings
- e-Office system for state-level orders; district-level orders to be emailed to GAD
- Attachments end on June 5, 2025
- Appeals can be filed within 15 days
- Transfer ban post-June 25, except in exceptional cases
Damakheda Renamed to Kabir Dharmnagar Damakheda
In honor of Sant Kabir’s teachings, Damakheda village has been renamed Kabir Dharmnagar Damakheda, fulfilling a promise made during the Maghi Mela on February 23, 2024.
Name Change of Two Panchayats in Kabirdham District
- Gadhabhatha (Kawardha tehsil) renamed to Sonpur
- Chandalpur (Bodla tehsil) renamed to Chandanpur
These changes reflect local sentiments and cultural relevance.
10 Acres Allotted for ‘Kalagram’ to Promote Arts and Culture
To preserve and promote Chhattisgarh’s cultural heritage, 10 acres in Nava Raipur have been allotted for a Kalagram – a cultural hub for artisans and folk artists to showcase traditional crafts and facilitate national cultural exchange.
National-Level Archery Academy to Be Set Up in Nava Raipur
13.47 acres allotted free of cost to the Department of Sports and Youth Welfare for establishing a National Archery Academy with:
- Outdoor & Indoor (AC) ranges
- High-performance centers
- Residential facilities
Affordable Housing Plots Policy Approved for Urban Poor
The Chhattisgarh Affordable Housing Land Policy, 2025 aims to provide residential plots to lower and middle-income families in both urban and rural areas, ensuring:
- Access to basic amenities (water, electricity, roads, sewage)
- Prevention of illegal plotting
- Encouragement of real estate and infrastructure investment
‘Chhattisgarh Yuva Ratna Samman’ Scheme Launched
To honor outstanding contributions in youth welfare, the Cabinet launched:
- Chhattisgarh Yuva Ratna Samman
- Annual awards to:
- One individual and one voluntary organization (medal, certificate, shawl, ₹2.5 lakh/₹5 lakh respectively)
- Additional awards (up to ₹1 lakh) in fields such as:
- Social work, literature, innovation, education, sports, environment, women and child development, media, health, science & technology, disability empowerment, and folk arts
- Eligibility: Chhattisgarh residents aged 15–29 years
- Government employees and institutional staff excluded to maintain impartiality
Coaching Qualification Norms Relaxed for One Year
To meet urgent recruitment needs, the diploma requirement from National Institute of Sports (Patiala) is temporarily relaxed for one year under the Department of Sports and Youth Welfare.
‘Chhattisgarh Homestay Policy 2025–30’ to Boost Rural Tourism
The new Homestay Policy promotes tourism in tribal regions like Bastar and Surguja, providing:
- Tourists an immersive village and cultural experience
- Employment and income for local youth and communities
- Alignment with the “Vocal for Local” initiative
- Promotion of sustainable rural tourism
