4 Bills Approved Before Budget: Additional Amount of 3300 Crores for Paddy Procurement, IFS to Get Salary Equal to PCCF

Raipur.Today’s cabinet meeting held at the Ministry, Mahanadi Bhawan, here under the chairmanship of Chief Minister Shri Vishnu Dev Sai, many important decisions were taken –

  • In the meeting of the Council of Ministers, the draft of the Chhattisgarh Appropriation Bill-2025 for the presentation in the Assembly of the third supplementary estimate for the financial year 2024-2025 was approved.  
  • The draft of the Chhattisgarh Appropriation Bill-2025 for the presentation in the Assembly of the budget estimate year 2025-2026 was approved by the Council of Ministers.  
  • The Council of Ministers decided to expand the list of institutions exempted under Rule 4 of the Chhattisgarh State Procurement Rules-2002 to ensure the availability of new improved varieties and quality seeds to the farmers of the state. Under which, first of all, the seed will be procured by the Seed Corporation from the registered seed producer farmers of the state. After this, to meet the requirement, the seed will be procured from the seed producing cooperative societies of the state, the seed producing undertakings of the Government of India and the State Government, the committees of NAFED, M.P. Seed Federation, and the institutions selected as Central Nodal Seed Agency impaneled in various schemes by the Government of India from the institution or agency presenting the minimum price in the offer letter issued by the Seed Corporation.  
  • The draft of the Chhattisgarh Loktantra Senani Samman Bill-2025 was approved.
  • The address of the Hon’ble Governor for the fifth session of the Sixth Legislative Assembly of Chhattisgarh, February-March 2025, was approved by the Council of Ministers.
  • The approval of the additional government guarantee amount of Rs 3300 crore sanctioned to the Chhattisgarh State Marketing Federation for payment of the remaining amount of paddy procured from the farmers at the support price for the Kharif marketing year 2024-25 was approved.
  • The draft of the Indian Stamp Act-1899 (Chhattisgarh Amendment) Bill-2025 was approved by the Council of Ministers for determining the rates of stamp duty on bank guarantee related documents.
  • The Council of Ministers decided to create the necessary posts for providing the equivalent scale of Principal Chief Conservator of Forests on a non-functional basis to the officers of the 1992 to 1994 batch of the Indian Forest Service of the Chhattisgarh cadre who have completed 30 years of qualifying service as Additional Principal Chief Conservator of Forests.
