Chhattisgarh govt fulfils employees’ federation demand with ‘Loan Against Earned Salary Scheme’

The Chhattisgarh government has accepted a long-pending demand of the Chhattisgarh Employees-Officers Federation by launching the ‘Loan Against Earned Salary Scheme’, a move the federation has described as a historic step towards strengthening the financial security of state government employees.
Under the new scheme, government employees will be able to avail interest-free salary advances and low-interest loans to meet emergency financial needs, reducing their dependence on high-cost private borrowing.
Welcoming the decision, Federation State Convenor Kamal Verma said the initiative is a major step towards improving the financial inclusion of employees. He termed the ‘Loan Against Earned Salary Scheme’ a historic and employee-friendly decision that will provide timely financial relief during emergencies.
Verma thanked Chief Minister Vishnu Deo Sai, the Finance Minister, and the state government for introducing the scheme. He also expressed hope that the government would launch more employee welfare initiatives, including home loans, education loans, and other financial support measures in the future.
The federation had formally submitted a representation to the Chief Minister and the Chief Secretary on January 23, 2025, seeking the implementation of an Earned Wage Access system. It argued that the conventional monthly salary system often leaves employees financially vulnerable when faced with unexpected expenses.
The proposal suggested a digitally enabled banking platform that would allow employees to access their earned salary whenever required. The federation had also cited Goa and Rajasthan as examples of states that had implemented similar employee-friendly models.
Although the government opted for the Loan Against Earned Salary Scheme instead of an on-demand salary withdrawal system, the federation said the new facility addresses its core concern of providing timely financial assistance during emergencies. It described the decision as a significant milestone in strengthening employee welfare in Chhattisgarh.
