In murder, attempt to murder, dacoity, robbery, theft, cheating, rioting and fraud-related offences, the report highlights both quantitative trends and improved detection.
In 90 murder cases, 85 cases were worked out and 167 accused were arrested, while in 97 attempt-to-murder cases, 90 were solved and 213 accused were arrested. Out of 7 dacoity cases, 6 were detected with 43 accused arrested, and in 71 robbery cases under Sections 392–394 IPC, 55 were solved and 137 accused were arrested.
The district recorded 473 theft cases and 1,442 cheating cases in 2025, both marginally lower than the previous year, with substantial property recovery. Rioting cases under Sections 147–151 IPC fell slightly to 82 in 2025, while cases under Section 420 (fraud/cheating) rose to 292 from 250, reflecting a rise in economic offences.
Action under special and local laws
Under the Narcotic Drugs and Psychotropic Substances (NDPS) Act, 271 cases were registered in 2025, leading to the arrest of 445 accused and seizure of contraband, vehicles, mobile phones and other material worth around ₹2.78 crore. The arrested accused include individuals from Madhya Pradesh, Bihar, Maharashtra, Uttar Pradesh, Delhi, Rajasthan, Punjab and Himachal Pradesh, along with two Nigerian nationals.
Under the Arms Act, proceedings were initiated in 561 cases against 566 accused, with seizures including country-made pistols, live cartridges, knives, razors and other weapons. In 73 liquor smuggling cases, 88 accused were booked and illicit liquor worth over ₹9.10 lakh was seized, while in 153 gambling cases, action was taken against 709 accused.
Under Excise and related laws, 4,577 cases were registered against 4,650 accused, with seizure of country liquor, English liquor, beer and spirit measuring several thousand litres. Special drives like “Operation Violation” targeted repeated offenders dealing in drugs and other contraband with end-to-end action, including identification of inter-state and international networks.
Organised, cyber and inter-state crime
The report highlights joint action against inter-state gangs involved in kidnapping, robbery, theft and cyber fraud, describing these as inter-state arrests under special operations. In 2025, Raipur police achieved success in arresting 32 inter-state and 15 local accused in cases of theft and burglary, including gangs from Bihar, Maharashtra, West Bengal and other states.
Detailed tabular data is provided on recovery of stolen property, including cash, vehicles, mobile phones and other assets, with cumulative recovered value in crores of rupees. The report also notes action in cybercrime, including recovery of over ₹1.12 crore frozen in bank accounts from 8,680 cyber complaints and refund of about ₹90 lakh to complainants.
Raipur’s social media and online complaint platforms were used to detect and remove fraudulent online loan applications, phishing links and bogus investment schemes. Across Facebook, Instagram, Messenger and WhatsApp groups, 457 complaints were handled and 295 objectionable contents removed, while 250 fake IDs were blocked.
Traffic safety and public outreach
A significant portion of the document focuses on traffic regulation, road safety enforcement and public awareness campaigns under the traffic discipline programme. The police conducted 653 road safety awareness programmes through schools, colleges, markets and village meetings, reaching an estimated 4.96 lakh people and educating them on helmet use, drunk driving and other safety norms.
Targeted drives were undertaken against over-speeding, drunk driving, wrong-side driving, overloading, use of pressure horns, mobile phone usage while driving and violations by commercial and goods vehicles. From January to 28 December 2025, action was taken against 144,050 traffic violators with penalties totalling over ₹14.32 crore, compared with about ₹10.75 crore in 2024.
Helmet checking campaigns, “rest driving” enforcement, ITMS-based surveillance and towing of wrongly parked vehicles were used extensively in city and highway areas. In 58 serious road accident cases, 67 injured persons were promptly shifted to hospitals through the highway patrolling and ambulance coordination system.
Community policing and notable casework
The report underlines community-oriented initiatives such as “Police Mitra”, women and child-centric interventions and a large-scale “Police Friend” enrolment drive to support emergency response and accident assistance. Around 4,500 citizens, including 366 from rural areas, were enrolled as Police Mitra to assist in traffic management, public events and victim support.
Multiple detailed case narratives illustrate how special investigation teams re-examined scenes, analysed CCTV and CDR data and interrogated suspects to crack blind murders, robbery-cum-murder, dowry killing, custodial death-like and high-profile homicide cases. These narratives list the accused, their backgrounds, the sequence of events, recovery of weapons and mobile phones, and the legal sections invoked, projecting a tough stance on grave offences.
The document concludes with emphasis on sustained public awareness campaigns and state-wide eye-sight focused drives, conducted through hoardings, digital screens and field programmes at major public places. Overall, the Raipur district police present 2025 as a year of declining overall FIR numbers, improved detection in heinous crimes, stronger action against narcotics and economic offences, and expanded community and traffic safety initiatives.
