PM Stresses Police Modernisation, New Laws Awareness at Raipur Conference

Raipur, 30 November 2025: Prime Minister Narendra Modi on 30 November 2025 attended the 60th All India Conference of Director Generals and Inspector Generals of Police (DGsP/IGsP) at the Indian Institute of Management (IIM), Raipur. The three-day conference focuses on the theme, ‘Viksit Bharat: Security Dimensions’.

Call for Perception Change and Law Awareness

The Prime Minister called for an urgent need to transform public perception of the police force, particularly among the youth, by boosting professionalism, sensitivity, and responsiveness.
He directed the police leadership to strengthen urban policing, reinvigorate tourist police, and increase public awareness regarding the newly enacted criminal laws:
Bharatiya Nyay Sanhita, Bharatiya Sakshya Adhiniyam, and Bharatiya Nagrik Suraksha Sanhita, which replace the colonial-era legislation.

Technology, Forensics, and Coastal Security

PM Modi urged for expanded use of technology, calling upon State and UT Police and the wider administration to leverage Artificial Intelligence (AI) and NATGRID for generating actionable intelligence.
He stressed the need to find new ways to secure uninhabited islands and called for academic institutions to undertake case studies on forensics to strengthen the criminal justice system.

He also stressed monitoring of banned outfits, ensuring development of areas freed from Left Wing Extremism (LWE), and creating new models for coastal security.
He stated that tackling drug abuse requires a Whole-of-Government approach involving enforcement, rehabilitation, and community-level intervention.

Vision 2047 and Disaster Preparedness

Deliberations covered the long-term Roadmap for Policing – Vision 2047, emerging trends in counter-terrorism, counter-radicalisation, technology for women’s safety, strategies for fugitive tracking, and strengthening forensic capabilities for effective investigation and prosecution.

PM Modi stressed stronger disaster preparedness and coordination.
He urged Police Chiefs to reinforce mechanisms for effective disaster management covering cyclones, floods, and other emergencies, including Cyclone Ditwah.
He emphasised proactive planning, real-time coordination, prompt response, and the need for a Whole-of-Government approach.

Awards and Dignitary Participation

The Prime Minister presented the President’s Police Medals for Distinguished Service to officers of the Intelligence Bureau.
He honoured the three best-performing cities with the newly instituted Urban Policing Awards.

The conference saw participation of the Union Home Minister, the National Security Advisor, Ministers of State for Home Affairs, the Union Home Secretary, DGsP and IGsP from all States and UTs, and heads of CAPFs and Central Police Organisations.
Over 700 officers joined virtually from across the country.
