EOW files 1,500-page chargesheet against Anil Tuteja, Anwar Dhebar in Custom Milling Scam

Raipur – The Economic Offences Wing (EOW) on 6 October 2025 filed a 1,500-page chargesheet against former IAS officer Anil Tuteja and businessman Anwar Dhebar in the Custom Milling Scheme scam. The chargesheet was presented before the Special Court (Prevention of Corruption Act) in Raipur under Sections 120B, 384, and 409 of the Indian Penal Code, and Sections 11, 13(1)(a), and 13(2) of the Prevention of Corruption Act, 1988 (as amended by the Prevention of Corruption (Amendment) Act, 2018).

Both accused remain in judicial custody at Central Jail, Raipur. The EOW had previously filed the first chargesheet in this case (Crime Number 01/2024) against Roshan Chandrakar and Manoj Soni in February 2025.

The EOW’s probe reveals that Anil Tuteja, in a criminal conspiracy with office-bearers of the Chhattisgarh Rice Millers Association, illegally extorted money from rice millers under the Custom Milling Scheme. Tuteja allegedly gained an undue advantage of at least ₹20 crore from this illegal collection.

The report details the method of extortion: officials reportedly pressured District Marketing Officers of Markfed to delay bill payments of rice millers. This tactic forced the millers to pay illegal amounts at the rate of ₹20 per quintal to ensure the clearance of their dues.

Anwar Dhebar, described as a politically influential person during the 2022–23 period, is accused of collecting, spending, investing, and consuming the illegal money extorted from rice millers for Anil Tuteja in the custom milling scam. Digital evidence obtained during an Income Tax Department raid indicates Dhebar’s deep and direct influence on other key departments of the then-state government, including the Public Works Department (PWD) and the Forest Department, besides his alleged involvement in the liquor scam.

Investigation against other accused in the case, including Ramgopal Agrawal, continues.
