In Chhattisgarh, the government may call a special session of the Vidhan Sabha on the issue of reservation. Excise Minister Kawasi Lakhma himself has given this information. The proposal will be discussed at the state cabinet meeting on October 17. If an agreement is reached, the government will hold a one-day special session later this month. This session will lay the groundwork for the political battle over the reservation issue.
Excise Minister Kawasi Lakhma said in a discussion with the press on Monday, “Our government is preparing to convene a special session of the Legislative Assembly regarding this matter.” Our government will take this case to the Supreme Court with the help of competent lawyers. The government will now be represented in this matter by lawyers such as Kapil Sibal and Abhishek Manu Singhvi. The Excise Minister stated, “We also want the tribal society to get 32% reservation so that the tribal society of Bastar and Surguja can progress.”
Earlier, Chief Minister Bhupesh Baghel has also been talking about giving reservations in proportion to the population. He stated that Congress supports reservation in proportion to population.
There is a lot of uneasiness in the tribals after the High Court decision on the reservation. Sohan Potai faction of the tribal society is on the roads regarding this. In other districts, people are sitting on dharna. Bharat Singh faction of Sarva Adivasi Samaj has met Chief Minister Bhupesh Baghel and demanded 32% reservation by bringing an ordinance. The Chief Minister has assured them that the government will take all possible steps to save the reservation.
The Congress won the most seats in the tribal-dominated divisions of Bastar and Surguja in the 2018 elections. The government’s defeat in court in the reservation case has also heightened state politics. The main opposition party, the BJP, has seized this opportunity. The BJP staged protests across the state two days ago. The BJP alleges that the government deliberately allowed the reservation to end. BJP leaders allege that the government did not even field any famous lawyer in this matter.
In 2012, the state government changed the reservation ratio. The reservation for the Scheduled Tribes category was 32% of the total. Simultaneously, a 12% reservation for Scheduled Castes was implemented. Guru Ghasidas Sahitya and Sanskriti Akademi challenged this law in the High Court. The Chhattisgarh High Court, in its decision on September 19, repealed the state’s Public Service Reservation Act. As a result, the reservation of Scheduled Tribes has decreased from 32% to 20%. Simultaneously, reservation for Scheduled Castes has increased from 12% to 16%, and for Other Backward Classes from 12% to 14%. Reservations in educational institutions are being phased out.
