Raipur: The Anti-Corruption Bureau (ACB) has filed a charge sheet before the Special Court in Vaikunthpur against three accused persons in connection with the alleged embezzlement of ₹1.50 lakh from a gram panchayat in Koriya district.
The accused include Tengni Gram Panchayat Sarpanch Indraso Singh, Panchayat Secretary Vijendra Prasad Sahu, and Mohammad Israil Khan, husband of a panchayat member.
The case originated from a complaint filed by Deputy Sarpanch Khelsingh with the Economic Offences Wing (EOW), Raipur. The complaint alleged that ₹1.50 lakh from the panchayat’s basic grant fund was transferred to Khan’s personal bank account.
Following a petition under Section 156(3) of the CrPC, the Special Court directed the Ambikapur unit of the ACB to investigate the matter. The agency registered Crime No. 06/2022 under the Prevention of Corruption Act, 1988, along with Sections 409 and 120-B of the IPC.
During the investigation, the ACB found that Panchayat Secretary Vijendra Prasad Sahu prepared and maintained the payment records. Khan allegedly had neither a registered firm nor GST registration, yet funds were released to him for material supply without following mandatory procurement procedures.
The investigation further revealed that Sarpanch Indraso Singh approved the payment and co-signed the cheque with the panchayat secretary.
ACB officials also found that Khan had worked as an unskilled labourer on the same shed construction project and received wages through muster rolls. Investigators said showing the same person as both a wage worker and material supplier violated administrative norms.
After completing the probe, the ACB submitted the formal charge sheet against all three accused before the Special Court (Prevention of Corruption Act), Vaikunthpur.
