CM Bhupesh Baghel chairs the Collectors’ Conference in Raipur on Thursday, asks District Collectors to focus more on basic administration

Raipur: In a clear message, chief
minister Bhupesh Baghel has asked the District Collector to maximize their focus
on basic administration at the grassroots level. He stated this while chairing the
Collectors’ conference at the New Circuit House, Raipur on Thursday. 
 

It is the responsibility of the
Collectors to implement schemes, planned by the Mantralaya, at the ground level
effectively as the success of the schemes will be assessed at ground level,
said the Chief Minister.
 

“There is a need for mutual
communication between governance and administration and thus we are all present
here today as a family,” said the Chief Minister.
 

The Chief Minister patted the
administrations for doing an excellent job during the Covid pandemic. Chhattisgarh
model is being discussed all over the country due to innovative projects being
implemented in the state, said the Chief Minister.

Baghel further said that the
responsibility of law and order lies with the District Magistrates and they
have acted as the team leaders and taken timely action. The Chief minister said
that while ensuring continuous monitoring of law and order, it is necessary to
keep a strict vigil on rumors and propaganda spreading through social media and
take necessary action to curb it.

The District Magistrates should review
the law and order situation with the Superintendents of Police (SPs) and
Executive Magistrates in their respective districts prior to the weekly review
meeting, said the Chief Minister The penetration of government administration
should be established. There should be the penetration of the administration
and government among the people for a better outcome.

Reviewing the law and
order, Chief Minister Baghel said that the law and order situation can be
improved only with the alertness of the administration in this communication
revolution. The responsibility of the administrative officials to maintain law and
order in the era of the internet has increased manifold, said Baghel. The
information system of the district administration needs to be strengthened,
Baghel said.

Chief Minister said
that he is not averse to protests/demonstrations, but the conspiracy to disturb
the harmony should not be allowed to succeed. He laid emphasis on developing an
intelligence system at the district level.

Chief Minister Baghel
said that in any case, revenue cases must be resolved within the time limit
prescribed in the Citizen’s Charter. This is the basic work of revenue
officers.

Collectors should pay
special attention to the freehold of the occupied land as this is an important
decision of the government.  The pending
subjects at the government level related to revenue administration should be
reviewed at the level of the Chief Secretary. The time limit should be fixed at
each level, he said.

All revenue officers
should prepare an action plan to effectively prevent encroachments. By
expediting the process of encroachment settlement according to law, there is a
need to work seriously to increase the revenue of the government along with
giving ownership rights to the citizens. For the use of land resources for
increasing revenue, the collector should complete the action within the time limit,
said the Chief Minister.

Baghel laid emphasis on
decentralization of the economy keeping in view the increasing pressure of
urbanization and limited resources available in cities.

The government is
determined to create world-class infrastructure at the village level, better
school education, and new means of livelihood. “Now we have to move forward in
this direction, so the Collectors should gear up to build a rural industrial
park,” said the Chief Minister.

The Chief Minister said
that Gothan is fast becoming the focal point of the rural economy of
Chhattisgarh. In the first phase, work on the construction of more than 6000
Gothans was done on a war footing. In the second phase, work was done to make a thousand Gothans self-supporting by making an effective action plan for their
operation and maintenance. In the third phase, the government’s ambitious goal
is to develop rural industrial parks keeping Gothans as the focal point. To
achieve this goal, we have to work with team spirit to develop the spirit of
entrepreneurship among the villagers. This will be an important step towards
creating new means of livelihood.

Roka-Chheka campaign
has been given the shape of mass movement. The Collectors should ensure that the
campaign is not limited to harvesting paddy only, it should continue till the
completion of the unloading cycle. Collectors should take effective steps to
encourage new crops in the form of pilot projects in each block by identifying
clusters.  Baghel said that Rajiv Gandhi
Grameen Bhumilhin Krishi Mazdoor Nyay Yojana will boost the rural economy. Wide
publicity about this scheme should be done so that more and more people are
benefited and the Collectors should work on mission mode by forming a panchayat
wise team.
