Dismissed GRP constable booked for disproportionate assets of ₹1.03 crore

Raipur, October 23. The Anti-Corruption Bureau (ACB), Bilaspur, has filed a chargesheet against dismissed Government Railway Police (GRP) constable Laxman Gain in a disproportionate assets case, alleging that his expenditure exceeded his known income by more than ₹1.03 crore.

According to the ACB investigation, Gain’s total income during the period examined was ₹86.76 lakh, while his expenditure stood at ₹1.90 crore, leaving a difference of ₹1,03,33,033.50. The chargesheet has been filed before the special court under the Prevention of Corruption Act in Bilaspur.

The case was registered under Sections 13(1)(b) and 13(2) of the Prevention of Corruption Act, 1988, as amended in 2018, after information surfaced that Gain had allegedly amassed assets disproportionate to his known sources of income.

As part of the investigation, the ACB conducted raids at his residence in Bilaspur and other locations on December 1, 2024. The agency said its examination of income and expenditure records established the alleged disproportion between his earnings and spending. It filed the chargesheet after finding sufficient evidence in the case.

Gain is also facing prosecution in a separate case involving alleged extortion linked to ganja trafficking on trains. According to the allegations, while posted with GRP Bilaspur, he and some fellow constables intercepted people allegedly transporting ganja, retained the contraband and collected money from them in exchange for not initiating proceedings under the Narcotic Drugs and Psychotropic Substances (NDPS) Act. The money was allegedly shared among those involved.

An offence was registered in the matter at GRP Bilaspur under Sections 20(b) and 29 of the NDPS Act. The case was subsequently handed over to the Anti-Crime and Cyber Unit (ACCU), Bilaspur, for further investigation.

Following the investigation, ACCU Bilaspur filed chargesheet No. 46-A/2024 before the special NDPS court in Bilaspur. Gain is currently lodged in Bilaspur Central Jail in connection with that case.

The alleged conduct in the criminal case led the Superintendent of Police, Railways, Chhattisgarh, to dismiss Gain from service on November 19, 2024.

The disproportionate assets case and the NDPS-related case are separate proceedings. The allegations against Gain are yet to be established through judicial proceedings.
