CM Orders Suspension of Durg Janpad CEO: Alleged Misbehaviour at Public Grievance Camp Triggers Action After Viral Video

Acting on the directions of Chief Minister Vishnu Deo Sai, the Chief Executive Officer (CEO) of Durg Janpad Panchayat, Rupesh Kumar Pandey, has been placed under immediate suspension over allegations of negligence and rude behaviour towards citizens during a government outreach programme.

The action follows an incident reported at a public grievance redressal camp held in Thanod village under the Sushasan Tihar 2026 initiative. A video clip from the camp allegedly showed the officer behaving discourteously with members of the public. Following the incident, the Durg Collector submitted a proposal recommending disciplinary action, after which the Divisional Commissioner, Durg, issued the suspension order.

According to the order, the officer failed to discharge his official responsibilities appropriately and displayed misconduct during a government-organised public hearing. Prior to the suspension, a show-cause notice was served to him, but the explanation submitted was found to be unsatisfactory.

The order states that the officer’s conduct violated Rules 3 and 3-A of the Chhattisgarh Civil Services (Conduct) Rules, 1965, which mandate absolute integrity, devotion to duty, and courteous behaviour from government servants while performing official duties.

Emphasising the importance of public accountability, the order noted that respectful and polite conduct towards citizens is an essential requirement of public service in a democratic system.

During the suspension period, Rupesh Kumar Pandey will be entitled to a subsistence allowance as per applicable rules. The suspension has come into effect immediately.
