Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, has been imposed across the City Kotwali police station area in Bilaspur following violent clashes between two groups in Khaparganj locality.
Bilaspur District Magistrate Sanjay Agrawal issued the order late Friday night after the Senior Superintendent of Police submitted a report citing tension and potential threat to public peace.
Large crowds gathered in parts of the urban body area after the dispute escalated, creating a risk of traffic obstruction and law and order breakdown.
The assembly of more than four persons in any public place within the City Kotwali jurisdiction is prohibited. Carrying weapons, including swords, spears, lathis, knives, axes, and daggers, has been banned. Security personnel on duty, elderly or disabled individuals reliant on walking sticks, and persons carrying kirpans under religious traditions remain exempt.
Families visiting markets for emergency movement or shopping are exempt from assembly restrictions. Organising rallies, public meetings, processions, demonstrations, or strikes without prior written permission from the Bilaspur Sub-Divisional Magistrate stands restricted.
The administration warned against damaging public or private property, blocking roads, or creating panic among citizens. The prohibitory order came into effect on 28 August 2026 and will remain in force until further notice. Authorities warned that any violation would attract prosecution under Section 223 of the Bharatiya Nyaya Sanhita (BNS).
