EOW arrests two in ₹115-crore CSMCL overtime scam

The Economic Offences Wing (EOW) arrested two employees of a manpower agency in connection with the Chhattisgarh State Marketing Corporation Limited (CSMCL) overtime payment scam on 19 April 2026. The accused, identified as Field Officer Abhishek Kumar Singh and Accountant Tijau Ram Nirmalkar, face charges under the Prevention of Corruption Act, 1988 (amended in 2018), and sections of the Indian Penal Code (IPC) including 467, 468, 471, and 120-B.

Investigation into financial records from 2019-20 to 2023-24 indicates that around ₹115 crore was siphoned off under the guise of overtime payments. While the funds were meant for employees at liquor outlets, manpower agencies allegedly extracted money as illegal commissions, distributing it among CSMCL officials and private individuals. The probe has linked the money trail to Anwar Dhebar.

The case originates from a raid by the Enforcement Directorate (ED) on 29 November 2023, during which officials seized ₹28.80 lakh. The arrested individuals were reportedly transporting this cash from the company’s bank account to hand it over to persons sent by Naveen Pratap Singh Tomar.

A special court granted police remand of the accused until 27 April 2026, after they were produced on 20 April 2026. Further interrogation is expected to reveal more details as the investigation progresses.
