Opposition BJP MLAs alleged on Monday in the Chhattisgarh Legislative Assembly that the customary address made by the Governor on the first day of the ongoing budget session on March 1 did not match the copy distributed to them. This is the case of the breach of privilege against the chief minister, the chief secretary of the government of Chhattisgarh, and the secretary of the general administration department.
Amidst allegations and counter-allegations by the opposition and the ruling party members and chaos over the issue, Deputy Speaker Sant Ram Netam adjourned the proceedings of the House for ten minutes.
During Zero Hour on Monday, senior BJP MLA Ajay Chandrakar said that on the first day of this budget session of the Vidhan Sabha, the Governor’s address was in English, except for a paragraph. The copy of the Governor’s address made available to the MLAs has different information written in it.
What the Governor said in the House has been entered into the record of the Assembly. The emergence of such a contradiction is no less than a constitutional crisis.
In this regard, the opposition has given notice of a breach of privilege against the Chief Minister, Chief Secretary, and Secretary of the General Administration Department, which should be discussed immediately.
Senior BJP MLA Brijmohan Agrawal said that such an incident had happened for the first time in parliamentary history. The Governor’s address, on which there is no approval, has been distributed here.
Opposing this statement, Brijmohan Agrawal, the MLAs of the ruling party, started creating chaos. Urban Administration Minister Dr Shiv Kumar Dahriya said that the way the opposition members are protesting against the reservation, they will not even get a place to stand on the road in the coming times.
BJP MLA Saurabh Singh said that the Governor had written something else in paragraph 42, which he read, and the copy of the address made available to them has something else written.
Leader of Opposition Narayan Chandel said that, we frame new laws in the Assembly. At such a place, such an act is shocking.
On the resumption of the proceedings, Speaker of the Legislative Assembly, Dr Charandas Mahant, said that he was sending the information about the breach of privilege received from the opposition to the government for clarification.
