Chandrakar granted two-day transit remand by a Delhi court

Raipur, November 3: A Delhi court on Monday granted a two-day transit remand of Mahadev Book App promoter Sourabh Chandrakar to the Central Bureau of Investigation (CBI). Principal District and Sessions Judge Nikhil Chopra of the Rouse Avenue District Courts directed that the accused be produced before the Special Court for CBI cases in Raipur on or before November 4.

Chandrakar was arrested on November 1, 2026, at 7:35 pm, following his surrender to India by the government of the Sultanate of Oman. He had been detained in Oman for allegedly entering the country illegally using forged travel documents.

During the hearing, the defence counsel opposed the transit remand, arguing that the Muscat Court of Appeal under the Supreme Judicial Council of Oman had considered an extradition request specifically made by the Enforcement Directorate (ED) and not the CBI.

The defence contended that handing over Chandrakar to the CBI under the remand order would violate the doctrine of speciality under Section 21 of the Extradition Act.

Appearing on behalf of the CBI, the senior public prosecutor opposed the defence arguments, stating that the documents submitted by the defence were neither authenticated nor certified.

The prosecution maintained that the ED case originated from a scheduled predicate offence investigated by the CBI. It also informed the court that non-bailable warrants issued by the Special Court in Raipur against the accused were still pending.

The court observed that issues concerning the applicability of exceptions under the Extradition Act and the doctrine of speciality fell within the jurisdiction of the trial court in Raipur, rather than the limited jurisdiction of the court hearing the transit remand application.

Following a medical examination, the court approved the CBI’s transit remand application, paving the way for Chandrakar to be brought to Raipur and produced before the special court.
