00Three-Month Preventive Vigilance Campaign Launched at SECL Headquarters; CMD Harish Duhan Administers Integrity Pledge00
Bilaspur, 18 August 2025 – In line with the directives of the Central Vigilance Commission, New Delhi, a three-month Preventive Vigilance Campaign was inaugurated today at SECL Headquarters, Bilaspur. The chief guest for the event was P. Dayanand, Secretary to the Hon’ble Chief Minister of Chhattisgarh, Department of Mineral Resources and Public Relations. The programme was presided over by SECL CMD Harish Duhan.
The event commenced with ceremonial lamp lighting and floral tributes to Sardar Vallabhbhai Patel, followed by the rendition of the Coal India Corporate Song. CMD Harish Duhan then administered the Integrity Pledge to all present officers and employees.
In his address, P. Dayanand emphasized the importance of transparency in operations across both public sector enterprises and the state government. He noted that such initiatives significantly promote a culture of vigilance and transparency. He further stated that PSUs and the state government are complementary, and mutual cooperation and coordination between them are vital for regional development.
Presiding over the event, CMD Harish Duhan appealed to every member of Team SECL to perform their duties with complete honesty and integrity, strictly adhering to rules and policies. Expressing gratitude to the state government, he acknowledged its continuous guidance and support, which has facilitated expedited land acquisition for mega projects this year and strengthened various operational processes.
Chief Vigilance Officer Himanshu Jain highlighted that the theme of this year’s campaign, as set by the Central Vigilance Commission, is “Vigilance: Our Shared Responsibility”. The campaign focuses on five key areas:
- Disposal of pending complaints
- Disposal of pending cases
- Capacity-building programs for officers and employees
- Effective asset management
- Promotion of digital initiatives to enhance operational transparency
Several initiatives have already been implemented at SECL to strengthen operational transparency, including third-party testing to improve coal quality, CCTV surveillance, real-time supervision, SOP-based bill processing, FIFO clearance, SAP-based tracking, machine verification, digital tagging, and digital platforms such as the Jatayu Dashboard, DigiCoal, and the Integrated Command and Control Centre.
The event was attended by all departmental heads of SECL Headquarters, including GM (Vigilance) Nageshwar Rao, along with officers and employees.
