Saturation of digitalization process of land records and registration will help improve ranking of the country in terms of Ease of Doing Business – Giriraj Singh


Digitalization of land records and registration is expected to improve the GDP of the country by about 1.5%.

The National Conference of State Revenue/Registration Secretaries and Inspector General of Registration (IGR) on “Sharing of Best Practices in Land Management Modernization” was held in New Delhi.

The digitalization of land records and registration processes is poised to revolutionize the administrative landscape of India, promising substantial benefits to the nation’s economy and governance. At the forefront of this transformative endeavor is Minister of Rural Development and Panchayati Raj, Giriraj Singh, who recently inaugurated the two-day Bhumi Samvaad VIII: National Conference of State Revenue/Registration Secretaries and Inspector General of Registration (IGR) at Vigyan Bhavan, New Delhi.
During the conference, Singh highlighted the pivotal role that digitalization plays in enhancing the Ease of Doing Business index. By saturating the digitalization process of land records and registration, Singh emphasized that the country stands to mitigate the backlog of court cases related to land disputes significantly. This, in turn, would further elevate the nation’s ranking in terms of Ease of Doing Business. Moreover, Singh underscored the anticipated boost to the GDP, estimated at around 1.5%, resulting from the digitalization efforts.

The minister also underscored the importance of leveraging emerging technologies such as Blockchain and CORS to modernize land management effectively. He outlined several government initiatives, including ULPIN (Bhu-Aadhaar) and NGDRS, aimed at streamlining land-related processes and enhancing transparency. Singh reiterated the government’s commitment to supporting states and districts in their modernization efforts, as evidenced by initiatives like Bhumi Samman.
Joining Singh in advocating for digitalization, Minister of State for Steel and Rural Development, Faggan Singh Kulaste, stressed the need for transparent governance to ensure that the benefits of schemes reach citizens effectively. He echoed Singh’s sentiments regarding the potential of digitalization to reduce court cases and ensure fair compensation for land acquisition.
Similarly, Minister of State for Consumer Affairs, Food and Public Distribution, Sadhvi Niranjan Jyoti, emphasized the importance of cooperation between states to address land-related issues faced by farmers. She advocated for regular dialogues at the district level to enhance access to credit through digitalization of land records.
Furthermore, Minister of State for Panchayati Raj, Kapil Moreshwar Patil, highlighted the significance of dialogue in finding solutions and contributing to the nation’s development goals. Secretary of the Department of Land Resources, Nidhi Khare, emphasized the need for sharing good practices to integrate reform efforts effectively.
The conference covered various themes related to modernization, including the impact of digitization on reducing processes, time, and litigation, as well as innovative technologies in land management. Joint Secretary Sonmoni Borah emphasized the objective of sharing best practices to make regulations more citizen-centric and effective.
The event brought together a diverse group of stakeholders from central and state governments, facilitating the exchange of knowledge, showcasing innovations, and identifying future strategies. State delegations actively participated in discussions, alongside representatives from key ministries and departments.
