Retired food officer booked for rape, blackmail in Raipur

A retired Food Department official from Chhattisgarh faces serious charges of rape, blackmail, and criminal intimidation. The charges were filed after a 23-year-old woman lodged an FIR at the Arang police station in Raipur.
The victim, a resident of the Arang police station area, stated in her eight-page written complaint that the food official first befriended her on Facebook. She alleged that he later came to her residence in Arang and raped her.
According to the complaint, Dubey is accused of taking nude photographs of the victim and using them to blackmail her, allegedly extorting ₹3 lakh from her. The victim has provided the police with screenshots of their Facebook chats as evidence.
In her statement to the police, the woman said she met the food official on Facebook in 2018–19. The food official allegedly pursued her, and she was “misled and enticed” by him. She claimed he visited her home in Arang in 2021 and committed the rape.
The victim also alleged that Dubey made obscene remarks and claimed he was a writer who wished to marry her after divorcing his wife.
“I told him he was an elderly officer and I was like his daughter,” the victim said in her statement. However, he allegedly responded that despite his age, he was suitable for marriage.
The woman further alleged that after the rape, the food official forcefully took obscene photos and videos, which he then used to threaten to make viral. She stated she was under severe distress due to continuous threats. She mentioned attempting to meet his wife, but was unsuccessful.
The complaint states that when the victim pressed the food official for marriage, he threatened to kill her. Following this, she filed the official complaint with the police.
Based on the woman’s complaint, the Arang police have registered a case against the retired Food Department officer and commenced investigation into the matter.
