Mahanadi Water Dispute: Odisha and Chhattisgarh Begin Bilateral Talks

Raipur. Odisha and Chhattisgarh have begun a new initiative to resolve the long-standing Mahanadi river water dispute through dialogue. A high-level meeting was held in New Delhi on 30 August 2025, attended by the chief secretaries and water resources secretaries of both states.

Both sides acknowledged the complexity of the issue but stressed the need for an amicable and mutually beneficial solution. They have agreed on a new framework for cooperation to find a permanent resolution.

Key Decisions and Timeline for Resolution

  • Weekly Technical Meetings: Starting in September 2025, technical committees composed of engineers and experts from both states will meet every week. They will identify and address key issues and work towards creating a framework for better coordination.
  • Chief Secretaries’ Meeting: A second meeting involving the chief secretaries and water resources secretaries is scheduled for October 2025 to review the progress of the technical teams.
  • Chief Ministers’ Summit: Depending on the progress made, the chief ministers of Odisha and Chhattisgarh may meet by December 2025 to decide on the future course of action.

Both states have pledged to approach the discussions with sincerity and an open mind. This new initiative marks a shift from the prolonged legal battles, including proceedings before the Mahanadi Water Disputes Tribunal. The move towards a negotiated settlement is seen as a positive step that could serve as a model for resolving other interstate river disputes.

The Mahanadi river dispute stems from Odisha’s objections to Chhattisgarh’s construction of numerous barrages and other projects on the river’s upstream without consultation. Odisha, a lower riparian state, has alleged that these projects have significantly reduced water flow into its territory, especially during the non-monsoon season, affecting agriculture and livelihoods.

The dispute has been before a tribunal since 2018, but a final verdict has not been reached.
