Raipur
The proceedings of the Monsoon session, which commenced on Tuesday, were adjourned until Wednesday after paying tribute to late legislator Vidyaratan Bhasin and former Cabinet minister Kunwar Bhanupratap Singh.
During the first day, a meeting of the Business Advisory Committee was held. Speaker Dr Charnadas Mahant, Chief Minister Bhupesh Baghel, Deputy Chief Minister T S Singhdeo, Leader of Opposition Narayan Chandel, and former Chief Minister Dr Raman Singh, along with other members of the Committee, attended the meeting.
During this meeting, opposition leaders Narayan Chandel, Ajay Chandrakar, Brijmohan Agrawal and Krishnamurthy Bandhi paid tribute to the late legislators.
Chief Minister Baghel said that Bhasin’s demise is an irreparable loss. The Chief Minister said that he had visited him at the hospital during the treatment. Baghel said that upon meeting him, Baghel did not feel like Bhasin was ill. Although his illness was severe, his demeanor was unaffected.
Baghel paid tribute to former Cabinet Minister Bhanupratap Singh, stating that he promoted the tradition of art and culture in Raigarh. Additionally, he remained actively involved in social service and was associated with various labor organizations. He also established an organization for the welfare of tribals, which remained active in transportation and social sectors. Baghel emphasized that the loss of both leaders has caused significant damage to Chhattisgarh, and their absence cannot be compensated.
The government will present a supplementary budget of Rs 3,000 crore during this session. It will also face a motion of no confidence from the opposition on the last day. It is expected that there will be uproar during the session when the AG report is presented.
In this four-day session, the legislators have put forward 550 questions, which will be answered by the ministers. During the session, the opposition will also give notice of a no-confidence motion against the government.
The discussion on this is expected to continue until midnight on 21st July. It is the second time during the assembly’s tenure that such a motion has been brought forward, and although the opposition is certain to lose due to its limited number of members, it aims to bring the government’s weaknesses and alleged scams into public view.
The government has informed that the AG report for the year 2022-23 will be presented during the session. The bills include the establishment of private universities, amendments to the Indian Stamp Act, amendments to Chhattisgarh Mandi Tax, and amendments to the membership of the Legislative Assembly. Among these, there is a proposal for the replacement of the State Planning Commission.
