Government Admits to Irregularities in PDS Distribution,Chhattisgarh Assembly Committee to Investigate

Raipur: Chaos ensued on the second day of the budget session of the Chhattisgarh Legislative Assembly as BJP MLA Dharamlal Kaushik raised concerns over irregularities in rice distribution under the previous Congress government’s Public Distribution System (PDS). He demanded information regarding the investigation report and expressed dissatisfaction with a minister’s response from his own government.
After a prolonged debate and discontent among party legislators, Food Minister Dayaldas Baghel acknowledged irregularities in rice distribution. Subsequently, the government consented to an investigation by the house committee. Parliamentary Affairs Minister Brijmohan Agrawal confirmed that the investigation into PDS irregularities would be carried out by the house committee.
Kaushik mentioned that on March 24, 2023, a commitment was made to provide comprehensive information. Now, he seeks clarification from the honorable minister regarding the findings of the March 2023 examination, including the number of irregularities discovered, suspensions, acquittals, and identified shortages.
Kaushik emphasized that failure to provide answers, despite commitments made by the House Minister, raises concerns about disrespect towards the Assembly if instructions are not adhered to.
Speaker Dr. Raman Singh reiterated that clear instructions had been given regarding the matter.
Meanwhile, expressing condolences for the demise of Shiv Netaam, opposition leader Dr. Charandas Mahant prayed for strength for the bereaved family.
BJP MLA Rajesh Munat pressed for an investigation into rice distribution for the poor, advocating for stringent action against those failing to provide rice to the underprivileged. Kaushik highlighted the need for accountability among shop verifiers and questioned the actions taken against irregular officers.
Minister Dayaldas Baghel disclosed that 227 shops had misused budgetary stock, leading to irregularities. Among these, 181 shops were terminated, and FIRs were lodged against operators of 24 shops.
Baghel affirmed his acknowledgment of the situation, emphasizing the continued responsibility of ministers towards the public.
The Speaker emphasized that irrespective of tenure, a minister bears responsibility, representing the state government and obligated to address concerns. He urged for a concise timeline for action, ensuring satisfaction among all.
MLA Ajay Chandrakar challenged the adequacy of the minister’s response, urging for clarity on when action would be taken. Dr. Raman Singh called for clarity on the investigation process, considering the minister’s admission of irregularities.
Minister Baghel affirmed the need for investigation, though Chandrakar insisted on a legislative committee inquiry. Amidst the dominance of Kaushik, Chandrakar, and Baghel, Brijmohan Agrawal confirmed the government’s commitment to investigate.
Former CM Bhupesh Baghel highlighted discrepancies in farmer registrations and rice sales, suggesting a need to extend the timeline. In response, Baghel clarified that rice purchase operations had concluded.
