For the First Time in Chhattisgarh, Bribe Giver Nabbed Along with Takers in Government Job Scam; HC Had Raised Concern Over One-Sided Action

In a first-of-its-kind action in Chhattisgarh, the Bilaspur police have arrested not only those who accepted bribes for backdoor appointments to government jobs but also the individual who gave the bribe. This move comes in response to a long-standing legal position that both offering and accepting bribes are criminal offences, a concern previously highlighted by the High Court as well.
As per the complaint, Surya Kant Jaiswal paid ₹43 lakh in multiple instalments between February 8, 2022, and June 5, 2023, to accused Anish Rajput, Vishnu Rajput, and Javed Khan, allegedly to secure government jobs for his two sons and daughter—specifically for the posts of Food Inspector, Hostel Superintendent, and Patwari.
Following a directive from Bilaspur SSP Rajneesh Singh, the case was investigated by the SDOP (Sub-Divisional Police Officer), Kota. The investigation found that complainant Surya Kant Jaiswal deliberately bypassed the legal recruitment process and paid large sums of money with dishonest intent to secure government jobs for his children. This not only defrauded the government but also disadvantaged genuine candidates who had followed the rules and cleared exams based on merit.
Acting on the SSP’s orders, a swift operation was launched by Takhatpur Police under the supervision of Additional SP (Rural) Archana Jha and SDOP Bharti Markam. The accused were arrested and sent to judicial custody. Meanwhile, co-accused Javed Khan alias Raja (31), a resident of Sanskriti Niketan, Titli Chowk, Torwa, Bilaspur, is already in jail in connection with another case (Crime No. 355/25 under IPC Section 420) lodged at Civil Lines Police Station since April 3, 2025.

- Vishnu Prasad Rajput (67), son of late Bhukhau Prasad Rajput, resident of Nigarband village, Takhatpur, Bilaspur.
- Seema Soni (29), wife of Javed Khan, resident of Vinoba Nagar, Civil Lines, Bilaspur.
- Surya Kant Jaiswal (55), son of Gorelal, resident of Barela, Jarhagaon Police Station, currently residing at Nature City, Sakri, Bilaspur.
