EOW Charges Former CGTBC Officials, Printers in ₹4 Crore Textbook Printing Scam

The Economic Offences Wing (EOW) submitted a chargesheet against four persons over alleged irregularities in printing-related payments amounting to over ₹4 crore.
The nearly 2,000-page chargesheet was filed in the court of the Special Judge (Prevention of Corruption Act) in Raipur.
Those named in the chargesheet include Subhash Mishra, then General Manager of CGTBC; Sanjay Pillay, then Deputy Manager (Printing Technician); Nand Gupta of M/s Chhattisgarh Packagers Pvt Ltd, Bhilai; and Yugbodh Agrawal of M/s Prabodh & Company, Raipur.
EOW’s investigation uncovered discrepancies in the printing of MGML cards during the 2009–10 financial year. It found that CGTBC officials bypassed standard procedures and tender norms to authorize inflated payments to the two firms.
According to records, M/s Prabodh & Company was paid ₹3.82 crore for printing 8,000 sets each of Hindi and Mathematics cards, while M/s Chhattisgarh Packagers received ₹2.04 crore for 8,000 sets of Environment cards. Including die-cutting charges, the total payout stood at ₹5.87 crore.
However, investigators concluded that without the die-cutting component, the legitimate payable amount was only ₹1.83 crore. This implies that CGTBC officials approved an excess payment of ₹4.03 crore.
After adjusting for 5% service tax and 2% TDS—amounting to ₹41.09 lakh—the actual undue financial gain extended to the two firms was pegged at ₹3.61 crore.
The EOW also reported gathering substantial evidence against another suspect in the case, Joseph Minj, former Managing Director of CGTBC (now retired). A supplementary chargesheet under Section 173(8) of the Indian Penal Code will be filed against him once the required sanction for prosecution is secured.
