Three Habitual Offenders Externed from District

Raipur Collector and District Magistrate Dr Gaurav Singh, acting on the recommendation of Senior Superintendent of Police (SSP) Dr Santosh Singh, has ordered the externment of three habitual offenders—Mohammad Shahzad, Chandan Bharti, and Ashu Chhatri.

As per the directive issued on November 20, 2024, under Section 5(b) of the Chhattisgarh State Security Act, 1990, these offenders are prohibited from entering Raipur district and its neighbouring districts of Durg, Dhamtari, Baloda Bazar, and Mahasamund for three months. The offenders must leave these areas within 24 hours and are required to comply with this order immediately. Any violation will result in legal action.

Chandan Bharti (26), a resident of Atal Awas Patharidih, Urla police station limits, and Ashu Chhatri (22), a resident of Valmiki Nagar under Kabir Nagar police station, were externed from the district on November 20, 2024, for three months.

Mohammad Shahzad, alias “Chingri,” a resident of Afroz Bagh, Maudhapara, under Ganj police station, was similarly externed in late October 2024.

  • Mohammad Shahzad: Registered in 14 criminal cases since 2015, including assault, stabbings, hooliganism, and theft.
  • Ashu Chhatri: Involved in 20 cases since 2015, including attempted murder, assault, stabbings, threats to kill, theft, and offenses under the Arms Act.

The police have submitted proposals for district banishment of several other habitual offenders to the Collector’s office, which are currently under review.
This action underscores the administration’s efforts to maintain law and order by taking strict measures against repeat offenders across the district.
