Chhattisgarh to Start Paddy Procurement from November 15; ₹3,100/Quintal Fixed for 25 Lakh Farmers

The Council of Ministers, chaired by Chief Minister Vishnu Deo Sai, held a meeting at Mahanadi Bhawan, Mantralaya, on Friday, where several key decisions were taken regarding paddy procurement for the Kharif marketing year 2025–26.

The cabinet approved the procurement of paddy from over 25 lakh farmers in the state at ₹3,100 per quintal, beginning November 15, 2025, and continuing until January 31, 2026. Farmers will be able to sell up to 21 quintals per acre.

To ensure transparency and prevent irregularities, the state government has made e-KYC registration mandatory on the Agristack portal of the Union Ministry of Agriculture. This step aims to establish accurate farmer identification and avoid duplication. Farmers can register until October 31, 2025.

A digital crop survey has been conducted across 23 lakh hectares, ensuring online verification of paddy acreage. Data from both the digital survey and manual girdawari (land record verification) is being publicly read out in 20,000 villages from October 2 onwards for transparency.

To simplify the procurement process, farmers can now generate online tokens through the ‘Token Tuhar Hath’ mobile app, enabling them to sell paddy at their convenience without waiting in long queues at cooperative societies.

Paddy will be procured only from verified farmers using a biometric-based system at 2,739 procurement centers across the state. Committees managing procurement centers will receive an incentive of ₹5 per quintal if there are zero complaints during the procurement period.

The cabinet also instructed authorities to ensure adequate supply of new and old jute gunny bags as needed. The Food Department of the Government of India has set a target of 73 lakh metric tonnes of rice from Chhattisgarh for the central pool this year.

For the first time, an Integrated Command and Control Centre will be established at the MARKFED headquarters to prevent paddy recycling and diversion and strengthen real-time monitoring. District-level control rooms will also be set up.

Collectors have been directed to appoint administrative officers as in-charges of procurement centers to ensure smooth operations. Additionally, special checking teams will be formed at the district level to prevent the inflow of paddy from neighboring states.

To promote efficiency in transportation, instructions have been issued for the physical verification of paddy lifting and movement to curb unnecessary expenditure.
