Chhattisgarh Unveils State’s First Vehicle Scrapping Centre, Promoting Sustainability
Raipur: Transport Minister Mohammad Akbar inaugurated a scrapping centre in Dhaneli village, Raipur district, on Thursday, allowing residents to easily dispose of their 15-year-old cars. The state government has mandated the compulsory scrapping of all vehicles older than 15 years from government departments. This initiative aims to streamline the process of retiring old vehicles while promoting environmental sustainability.
A first-of-its-kind scrapping centre has been established in Chhattisgarh, marking a significant step in the state’s ambition to become a central hub for vehicle scrapping in India. Transport Minister Akbar shared that the scrapping centre has been equipped with digital systems, streamlining the scrapping process. In the Chhattisgarh Industrial Policy 2019–24, Registered Vehicle Scrapping Centres (RVSCs) are classified as high-priority industries, making them eligible for related incentives. The centre will be managed by the Metal Corporation of India.
Transport Minister Akbar announced a new incentive for vehicle owners in Chhattisgarh. Those who scrap their vehicles at registered scrapping centres will receive a 25 per cent tax exemption when purchasing a new vehicle. To qualify for this exemption, a Certificate of Deposit will be issued online by the scrapping centre. This certificate will be integrated into the Transport Department’s Vahan software and accepted at all automobile dealerships in Chhattisgarh. Furthermore, owners of vehicles with monthly or quarterly taxes due and outstanding payments can also benefit. They will receive exemptions on the outstanding tax, penalties, and interest accrued over the last year on the vehicle.

During the program, Transport Secretary S. Prakash hailed October 5 as a historic milestone in Chhattisgarh’s journey towards sustainable development. The inauguration of this new scrappage facility signifies a significant stride in mitigating the environmental footprint of the transportation sector. This facility not only offers a convenient and safe avenue for retiring old vehicles but also promotes the embrace of cleaner, technologically advanced vehicles in transportation. He commended the dedication of all stakeholders in realizing this project and called upon citizens to join hands in the pursuit of a cleaner, greener future.
At the scrap centre, vehicles undergo a systematic destruction process. Initially, tyres and engine kits are removed, followed by the disposal of batteries and free-on gas kits. Subsequently, the seats, steering, engine, and radiator are extracted, leaving behind an empty metal framework. This method ensures efficient and environmentally responsible vehicle disposal.

Dipanshu Kabra, Transport Commissioner, underscored the significance of scrapping old vehicles for economic and environmental reasons. Older vehicles incur higher fuel and maintenance costs while contributing to air pollution. To address this, the state is gearing up for the mandatory scrapping of government vehicles older than 15 years, starting in October. All heavy vehicles must undergo a biennial fitness test at automated testing centres. Vehicles failing this test will be designated as ‘end-of-life’ and must be compulsorily scrapped at the registered centre.
