CGMSC Scam: ACB Arrests Three, ₹550 Crore Loss Alleged in ‘Hamar Lab’ Tender Fraud

The Anti-Corruption Bureau (ACB) has arrested three individuals in connection with the Chhattisgarh Medical Services Corporation (CGMSC) scam related to the procurement of medical equipment and reagents. The arrests were made on Sunday under IPC Sections 409 and 120-B and provisions of the Prevention of Corruption Act. The alleged scam caused an estimated loss of ₹550 crore to the state exchequer.

The arrested accused are:

  • Abhishek Kaushal
  • Rakesh Jain
  • Prince Jain

According to the investigation, the accused manipulated the tender process for the ‘Hamar Lab’ scheme, which provides free diagnostic services at district hospitals, Community Health Centres (CHCs) and Primary Health Centres (PHCs) across the state.

The probe revealed that Mokshit Corporation allegedly secured the tenders through pool tendering with the help of Records and Medicare Systems and Shri Sharda Industries, which participated using forged documents.

Investigators found evidence of cartelisation and deliberate coordination to eliminate competition. Only three firms were shortlisted for the financial bid stage, and all submitted bids with identical patterns for products, pack sizes and consumables. Even items not clearly mentioned in the tender documents were quoted in exactly the same manner.

The price quotations followed a fixed pattern, with Mokshit Corporation quoting the lowest rates, followed by the other two firms. This arrangement allegedly enabled Mokshit Corporation to supply reagents and consumables to CGMSC at rates up to three times higher than the Maximum Retail Price (MRP).

The accused were produced before the Special Court (Prevention of Corruption Act) in Raipur on January 19, 2026, which remanded them to police custody till January 27.

Authorities stated that all aspects of the alleged misappropriation of public funds under the Hamar Lab scheme are under investigation and that further legal action will be taken against all responsible persons based on the evidence collected.
