ACB-EOW Files Chargesheet in ₹4.72-Crore Rajiv Gandhi Shiksha Mission Computer Scam

The State Economic Offences Investigation Bureau and Anti-Corruption Bureau (ACB-EOW) on Monday filed a chargesheet before a special court in Raipur in connection with a multi-crore computer equipment procurement scam. The case relates to alleged irregularities in the Rajiv Gandhi Shiksha Mission during the 2010-11 and 2011-12 fiscal years.
Investigation revealed that Alok Kushwaha, Anju Kushwaha, and Sanjeet Saha conspired to defraud the state exchequer of ₹4,72,88,462. The bureau had registered an FIR under IPC Sections 420 (cheating), 467, 468, 471 (forgery), and 120(B) (criminal conspiracy).
The Rajiv Gandhi Shiksha Mission aimed to provide 638 LFD/TFT monitors to government upper primary schools across all 18 districts of Chhattisgarh under a computer-aided learning scheme.
This was executed in two phases:
- 246 units in 2010-11
- 392 units in 2011-12
According to ACB-EOW, Alok Kushwaha, operator of Mini Infotech Raipur, supplied the first batch, while Global Network Solution Raipur supplied the second batch.
The accused allegedly used forged and fabricated authorization letters from HP and Agmatel to secure the contracts.
The probe found a massive price discrepancy. The equipment was supplied to the government at ₹1,26,500 per unit, while the market price was only ₹57,950 per unit. The accused reportedly colluded to hide the fraudulent documents from government officials.
While the chargesheet has been filed against the three individuals, the bureau has also recommended formal departmental action against the government officials involved in the procurement process.
