PM Modi Inaugurates Chhattisgarh East Rail Corridor Phase-1, Boosting Coal Transportation and Regional Development

In Bilaspur, Prime Minister Narendra Modi inaugurated SECL’s Chhattisgarh East Rail Corridor Phase 1, constructed at approximately Rs 3,055 crore in Raigarh, Chhattisgarh. This 124-kilometre-long railway line, connecting Kharsia and Dharamjaigarh, is vital for transporting raw materials to various end-use projects, including power generation and other coal mines operated by SECL. The corridor is also essential for coal transportation from the Mand-Raigarh Coalfield in the Raigarh district, with an annual capacity of 62 million metric tonnes. Furthermore, it holds potential for future passenger transport, connecting tribal areas to the national mainstream.
During his address, Prime Minister Modi emphasised Chhattisgarh’s significance in the nation’s development, highlighting SECL’s environmental conservation efforts. He noted that while meeting the country’s energy needs, it is crucial to safeguard the environment. Efforts have been made to promote eco-tourism in closed coal mines, and initiatives like irrigation and drinking water provision from mine-released water are benefiting tribal communities.
The event featured Renuka Singh Saruta, Minister of State for Tribal Affairs, who discussed public welfare initiatives by the Ministry of Coal and Tribal Affairs, including coal gasification and CSR activities aimed at education, health, rural development, drinking water, and employment in coal production areas. Chhattisgarh’s Deputy Chief Minister, T.S. Singhdeo, welcomed the Prime Minister, expressing hope for Chhattisgarh’s development and cooperation in education and healthcare.
The Chhattisgarh East Rail Corridor Phase 1 project was implemented by Chhattisgarh East Railway Limited (CERL), a joint venture involving SECL, IRCON, and CSIDCL. SECL holds 64%, IRCON 26%, and CSIDCL 10% stakes in the company.
The event was attended by various dignitaries, including Gomati Sai, Raigarh MP, T.S. Singhdeo, Deputy Chief Minister of Chhattisgarh, and other officials from Coal India and SECL.
The Chhattisgarh East Rail Corridor Phase 1 project aims to facilitate coal evacuation from SECL mines and other coal mines in the Mand-Raigarh coal fields, supporting power generation projects and economic development. It will also provide railway infrastructure for passenger and freight transportation, boost industrial development, and increase revenue for Chhattisgarh through royalties, GST, and other contributions.

The project aligns with environmental goals, as electrified train operations are eco-friendly and reduce pollution compared to coal transportation by road. Afforestation and animal crossings have been implemented to minimise environmental impacts.
The Chhattisgarh East Rail Corridor Phase-2 project, from Dharamjaigarh to Korba (Urga), will further enhance coal transportation capacity and regional development. It includes electrified broad gauge lines, level crossings, and passenger facilities.
Additionally, the Chhattisgarh East-West Rail Project from Gevra Road to Pendra Road will transport coal from SECL mines in Korba Coalfield, spanning 191 kilometres. The project includes stations and passenger facilities, contributing to economic growth and coal transportation efficiency.
The government aims to strengthen India’s energy security and reduce dependence on imported coal by increasing coal production and enhancing rail infrastructure in coal-producing regions.
