Meeting called to pass Reservation Bill

As the special session of the Chhattisgarh Legislative Assembly began on Thursday to pass the new reservation bill, the first day of the session was adjourned after paying tributes to Manoj Mandavi, former Deputy Speaker of the assembly.
As soon as the assembly session began, Speaker Dr Charandas Mahant remembered Mandavi, MLA from Bhanupratappur and Deputy Speaker of the Assembly, and Deepak Patel, MLA from Manendragarh. Paying tribute to ManojMandavi, Chief Minister Bhupesh Baghel said, the state has lost a strong voice of tribal society. He also hailed the contribution of Deepak Patel. Leader of Opposition Narayan Chandel, Health Minister TS Singhdeo, Excise Minister KawasiLakhma and Food Minister Amarjit Bhagat also paid tributes to the departed leaders.
Earlier, a meeting of the Business Advisory Committee was held under the chairmanship of the Speaker of the Legislative Assembly DrMahant.
Minister Dr Shiv Kumar Dahariya and State President Mohan Markam also remembered Manoj Mandavi and Deepak Patel. Later, two minutes silence was observed in the House to pray for the peace of the departed souls after which the Speaker of the Assembly adjourned the proceedings of the House till 11 am on Friday.
Meanwhile, Chief Minister Bhupesh Baghel will present the Chhattisgarh Public Service (Reservation for Scheduled Castes, Scheduled Tribes and Other Backward Classes) Amendment Bill 2022 on the second day of the special session on December 2. Along with this, the Educational Institutions (Reservation in Admission) Amendment Bill is also to be introduced. After a day-long discussion, preparations are on to pass these bills. The draft bills were approved by the state cabinet in its meeting held on November 24.
The main opposition party BJP has made preparations to challenge the policies of the government. The ruling party, which has 70 MLAs in the assembly, is confident that these bills will be passed without any hitch. The Chief Minister said, this bill will be passed, his party has three-fourth majority in the house. We would like this bill to be passed unanimously. If BJP also supports, then it is a good thing.
The new ratio of reservation has been decided in the cabinet meeting held on November 24 under the chairmanship of Chief Minister BhupeshBaghel. The government will now give 32% reservation to the tribal class-ST in proportion to their population, 13% to Scheduled Caste-SC and 27% reservation to the largest caste group Other Backward Classes-OBC provided legal hurdles do not come on the way. There is a proposal to give 4% reservation to the poor of the general category.
The government is going to present the second supplementary budget of this year. Its draft was approved in the cabinet meeting held onNovember 24 itself. In this supplement, money has been sought for some urgent government expenditure.
Just before the special session of the Vidhansabha, State President of Janata Congress Chhattisgarh Amit Jogi has written a letter to Chief Minister Bhupesh Baghel welcoming the decision to call a special session for reservation,he sought a new ratio of reservation. He said, he suggests that Scheduled Castes get 16%, Scheduled Tribes 32%, Other Backward Classes get 27% reservation. Economically weaker sections i.e. EWS should get 10% reservation and in that also there should be provision for reservation for Scheduled Castes, Scheduled Tribes and Backward Classes. Provision of 100% reservation should be made to the original residents of Chhattisgarh. se
The state government had changed the ratio of 2012 reservation. In this, the reservation of Scheduled Tribes was increased to 32%. At the same time, the reservation of scheduled castes was made 12%.
Guru Ghasidas Sahitya Evam SanskritiAkademi challenged this law in the High Court. Later many more petitions were filed. The Chhattisgarh High Court, giving its verdict on September 19, quashed the state’s Public Service Reservation Act. Due to this, the situation of ending the system of reservation has arisen. It’s done. Reservation has also ended in educational institutions. The result of recruitment examinations has been withheld. At the same time, counseling is not being done in colleges.
