Action taken against Naib tehsildar under Chhattisgarh Civil Services Conduct Rule

Bilaspur:Gross anomalies in Masturi Tehsil office surfaced when a NaibTehsildar was caught on video demanding costly liquor from a person, who had applied to increase the acreage (rakba in local parlance) of his land in a village under Masturi Block. Taking the matter seriously, the District Collector has attached the NaibTehsildar in District Office of Land Records Branch in Bilaspurwith immediate effect till further orders and sent a proposal for strict disciplinary action against him to the Commissioner of Bilaspur Division.

According to information, few days back the applicant Jagdish, a resident of village Godadihi in Masturi Block filed an application with Naib Tehsildar Ramesh Kumar to increase the acreage of his land in the village. 

During discussions, Ramesh Kumar demanded a bottle of costly liquor from him to update the records of his land. 

It is still not clear who prepared the entire video of discussions between the applicant and Assistant Naib Tehsildar and made it viral on social platform. 

When the matter was discussed with Sub Divisional Magistrate (SDM) Pankaj Dahire, he denied having any knowledge about the viral video. 

He said that in case of any such activity of the Naib Tehsildarfirm action will be taken against him after investigation of this matter. 

He said that they have informed the whole matter to the District Collector Saransh Mittar who has taken up the matter with Divisional Commissioner Sanjay Alung seeking his suspension with immediate effect and strict disciplinary action in public interest on the basis of the reports of the Sub Divisional Officer Revenue.

The video of Naib Tehsildar Ramesh Kamar went viral in which his conduct was contrary to the conduct of a Government servant. 

It has been mentioned in the letter sent by District Collector to the Commissioner that it has been reported by the Sub Divisional Officer Revenue, Masturi that on April 4, this year, Naib Tehsildar Ramesh Kamar posted in Tehsil Masturi has behaved contrary to the conduct of Government servant. 

The attestation of the video was witnessed by Assistant Grade-3 Meena Netam, Manish Mishra and another person RoopchandRai

The collector stated in the letter that it was clear from the statement and reports of the witnesses that the incident took place in the court of Naib Tehsildar of Masturi Ramesh Kumar. The act of Kamar has been recommended for being punishable under violation of Rule-3 of Chhattisgarh Civil Services Conduct Rules-1965 for tarnished the image of the Government and the Revenue Court.
