In a major development, Chhattisgarh Cabinet has given a green signal to a proposal for amendment in Chhattisgarh State Electricity Board Transfer Scheme

Raipur:(Amendment) Rules-2022, aiming at the merger two power companies of Chhattisgarh State Electricity Board (CSEB). The meeting of the Cabinet was convened in Sunday.

Post the meeting chaired by Chief Minister BhupeshBaghel, Agriculture Minister Ravindra Choubey said that the state government has decided to merge Chhattisgarh State Power Holding Company Limited with Chhattisgarh State Power Transmission Company Ltd while Chhattisgarh State Power Trading Company Limited will be merged with Chhattisgarh State Power Distribution Company Limited, leaving only three power companies- Chhattisgarh State Power Generation Company Limited, Chhattisgarh Sate Power Transmission Company Limited and Chhattisgarh State Power Distribution Company Limited operational.

The Cabinet approved the withdrawal of 32 cases filed over purely political protests from the courts and recommended a proposal to the cabinet sub-committee. 

The Cabinet authorised Transport Minister Mohammad Akbar to take measures to start city buses in the Durg-Bhilai industrial area and take decision on new routes.  

Old Pension Scheme in place of the new Contributory Pension Scheme for government employees was approved by the Cabinet.

To remove difficulties face by the Scheduled Castes and Scheduled Tribes in obtaining caste certificate due to quantitative error, it has been decided to recognisethe notified caste in English and mention the notified caste in English in the caste certificates.


It was approved to exempt the fees of candidates appearing for competitive examinations conducted by Chhattisgarh Public Service Commission, Chhattisgarh Professional Examination Board and Special Junior Staff Selection Boards.  

Similarly, the period of 2 percent exemption in registry fee in residential houses was extended and flats up to Rs 75 lakhmarket value in real estate projects till March 31, 2023.

 

The Cabinet has decided to increase assistance amount from Rs 6,000 to Rs 7,000 to the heads of the families under Rajiv Gandhi Gramin Bhoomiheen Krishi Majdoor Nyay Yojana on an annual basis. It has been also decided to include BaigaGuniaPujari, Dev Sthal, who worship at the deity places of the tribalsHaat Paharya and Baja Mohariya, who have a special role in the cultural life and social rites of the tribals in the scheduled areas of the state under the scheme and now, they will get benefit of scheme. It was decided to appoint Nava Raipur Atal Nagar Vikas Pradhikaran as the construction agency for the establishment of Chhattisgarh Amar Jawan Jyoti Memorial in Nava Raipur.

The Cabinet decided to give relaxation the validity period of one year for the selection list issued by the Panchayat and Rural Development Department for recruited 125 posts of Assistant Cartographers.

The proposal to delegate powers to the Municipal Corporations, Municipality and Nagar Panchayats to approve the transfer of immovable properties which are vested in the State Government have been extended under section 426B of the Chhattisgarh Municipal Corporation Act 1956 and the provision of section 345 of the Municipality Act 1961.

Raipur Collector has been authorized by the Cabinet to sell the land owned by the Municipal Corporation Raipur as a free-hold plot located at Dumtarai village.

The Cabinet has also approved to start Chhattisgarh State Guarantee Redemption Fund Scheme-2022.

The Cabinet also approved the draft of the Chhattisgarh Swami Vivekanand Technical University (Amendment) Bill-2022, in which the tenure of Vice Chancellor will be now five years in place of four years. The proposal for amendment in the Chhattisgarh Civil Services (Conduct) Rules 1965, proposal for amendment in the Chhattisgarh Government Store Purchase Rules-2002 (Amendment 2022), the draft of Chhattisgarh State Water Resource Development Policy-2022, the draft of Chhattisgarh Primitive Tribes Protection (Amendment Bill-2022, draft of the Chhattisgarh Land Revenue Code (Amendment) Bill-2022 and proposal for amendment in the allotment rule for the rental method of sheds / flat factories (sheds of multi-storey buildings) under the Industrial Policy of the State, 2019-24 were approved.

The Cabinet has decided to increase the quota of promotion to 50 percent instead of 25 percent once for promotion from Class IV employees to the post of Assistant Class-III under the Commercial Tax Department.

The Cabinet has decided to bring Chhattisgarh Cess(Amendment) Ordinance-2022. It has been proposed to levy a cess at the rate of 12 percent on the amount of stamp duty on all types of sales, donations, mortgages or leases for a period of more than thirty years for their financing and implementation of Chhattisgarh Employment Mission and Rajiv Mitan Club scheme.

Regarding the exemption from registration fee on residential houses and flats, the notification regarding rationalization of market value (guideline) and registration fee was approved ex-post facto. The Cabinet decided to lease 26 units of Chhattisgarh Tourism Board and to provide license for operation of bar at concessional rate.
