Retd DEO among three arrested for hatching ‘conspiracy’ against School Education officials and state government

A retired district education officer (DEO) among three have been arrested by the police for circulating fake complaint letter against the officials of the School Education Department of chhattisgarh Government. Addressing media on the issue, Senior Superintendent of Polile (SSP) Prashant Agrawal on Saturday said that the arrested retired DEO was identified as GendaramChandrakar (64). Two others were Raipur Homeopathic Medical College and Hospital secretary Sanjay Singh Thakur (51) and typist of the hospital Kapil Kumar Devdas (30), all residents of Raipur. A computer, pen drive, letter, complaint letters, mobile phone and other documents were recovered from the arrested trio, said the SSP.
The SSP further said that Rakhi police received a complaint from Deputy Director of the Directorate of Public Instruction (DPI) Ashutosh Chavre stating that unidentified persons were circulating fake complaint letters against the officials of education department, by making forgery of his signature and the department’s seal. Besides, the accused were also circulating the copies from a diary allegedly of the Education Minister’s PA (personal assistant) in the media to defame the officials and defame the state government. On the basis of the complaint, a joint team of Cyber Cell and Rakhi police carried out an inquiry, said the SSP. As preliminary investigation hinted towards the involvement of department’s persons and the investigation probe was taken ahead in this direction.
Finally, the investigative team reached the post office where the complaint letters were sent via speed post and the person was identified as Kapil Kumar Devdas. A technical analysis revealed that the retired DEO Gendaram Chandrakar was in contact with Kapil. The team questioned Chandrakar who admitted to the crime with the help of Sanjay Singh Thakur and Kapil,” SSP Agrawal said.
The SSP further said Chandrakar told police that in January last year, he attained the age of superannuation and applied for contractual appointment but his request was declined. Thinking incumbent DEO A N Banjara, joint director K C Kaabra, the then OSD R N Singh and other officials responsible, Chandrakar along with two others hatched the conspiracy and fabricated the story of the money transaction in the department’s transfer-posting and created a diary that was carrying information about the previous transfers and postings. The complaint letters were typed by Kapil in Raipur Homeopathic Medical College and Hospital, informed the SSP.
A case in this connection was registered with Rakhi police station under Sections 419 (punishment for cheating by personation) and 469 (forgery for purpose of harming reputation) of Indian Penal Code (IPC) and based on the findings, Sections 420 (cheating and dishonestly inducing delivery of property), 465 (punishment for forgery), 468 (forgery for purpose of cheating), 471 (using as genuine a forged), 120B (punishment for criminal conspiracy) and 201 (causing disappearance of evidence of offence, or giving false information to screen offender) of IPC were added to the case.
