All women staff will be posted in girls hostels of Jashpur

Raipur: After the incident of sexual harassment and rape of hearing and speech impairex girls in the Divyang Center located in Jashpur, the district administration has ordered to appoint women home guards for security in all girls hostels and ashrams in the district.

District collector has also directed that all the employees from the hostel superintendent to the peon will be women. A WhatsApp group will be formed to monitor the hostel.

The orders have been issued following a meeting of various department officials under chairmanship of then district Collector Mahadev Kawre. The Collector has directed to keep a special watch on the hostel-ashrams as well as to impose duty of officers for their inspection. Also, all girls hostels will have superintendent, cook, peon and sweeper female employees. Appointment will be done only after character verification. Instructions have also been given to put rules and instructions on the board outside.

There is a complete ban on the entry of men in girls hostels. The superintendent will also not be able to keep any male member of the family there except her young children. Husband will also be not be able to enter the hostel. Public representatives, officials will have to take permission from the superintendent. Entry of anyone will be restricted after 5 pm. Violation of rules will result in FIR and suspension.

The Collector has instructed the Education Department to monitor the level of education in hostels and ashrams. He will take information from the children from time to time. A team of women officers has been constituted at the district level to monitor the ashrams and hostels. Strict action will be taken against the concerned persons along with FIR in case of disturbances. CCTV cameras will be installed for security. Entry will be made in the register of visitors.

In this matter, the Child Protection Commission has called for a detailed report from the District Collector. In this regard, the commission’s chairperson Tejkunwar Netam spoke to the collector over the phone. He has also given instructions to conduct counseling of the victim children. It has also been said that the identity of the victim girl or institution should not be revealed under any circumstances. He has appealed to the media organizations not to reveal the location, name or identity of such incidents under any circumstances.

After the meeting, the state government ordered the removal of district collector Mahadev Kawre. He has been replaced by 2012 batch IAS officer Ritesh Kumar Agarwal.
