CM Bhupesh Baghel makes important announcements regarding the rights of officials of Panchayati Raj Institutions
Raipur: Chief minister Bhupesh Baghel,
while addressing the Chhattisgarh State level Panchayati Raj Conference held at
Indoor Stadium in Raipur today, made several important announcements regarding
the rights of officials of Panchayati Raj Institutions.
Making the
announcements, chief minister said that in the implementation of the state
budget schemes run by the Chhattisgarh Government, Panchayat and Rural
Development Department, the note-sheets would be presented to the Chairman of
the District Panchayat in the case of District Panchayat and the Chairman of
the Janpad Panchayat in the matters related to the Janpad Panchayat for
approval. This provision will not be applicable for central government schemes.
Similarly, in
relation to the financial rights of District Panchayat Chairman and Janpad
Panchayat Chairman, he said that the amount of state budget schemes run by the
Chhattisgarh Government, Panchayat and Rural Development Department will be
paid after approval of the concerned Chairman District Panchayat with the joint
signature of the Chief Executive Officer and Senior Accounts Officer or
Assistant Accounts Officer and in the case of Janpad Panchayat, with the joint
signature of Chief Executive Officer and Assistant Accounts Officer, or in his
absence, any officer authorized by the Collector.
While making an
announcement regarding providing funds to district and Janpad Panchayat
officials, Mr. Baghel said that Rs.15 lakh per year for district Panchayat
Chairman, Rs.10 lakh for district Panchayat vice-chairman and Rs.4 lakh for
district Panchayat member, while in case of Janpad Panchayat Rs 5 lakh will be
provided for the Chairman, Rs 3 lakh for the vice-chairman and Rs 2 lakh for
the member of the Janpad Panchayat. In this way a total budget provision of Rs
45 crore will be made through re-appropriation.
In relation to
the writing of confidential report of the officers and employees of the
District Panchayat, the Chief Minister said that in the confidential report of
the Chief Executive Officer of the District Panchayat, in relation to the work
done by the Chief Executive Officer as the Secretary of the District Panchayat,
the Chairman, Zila Panchayat shall communicate his opinion to the Reporting
Officer (Collector) writing the confidential report.
Similarly, in
relation to the writing of confidential report of the officers and employees of
the Janpad Panchayat, in the confidential report of the Chief Executive Officer
of the Janpad Panchayat, in relation to the work done by the Chief Executive
Officer as the Secretary of the Janpad Panchayat, the Chairman, Janpad
Panchayat will communicate his opinion to the reporting officer (Chief
Executive Officer, Zila Panchayat) to write the confidential report.
In relation to
providing vehicles to District Panchayat Chairman and Vice Chairman, Baghel
said that consent has been given to spend Rs 2 crore per year for providing
vehicles to Zila Panchayat Chairman. Approval of additional expenditure of Rs
6.13 crore will be given for providing vehicles to the Janpad Panchayat
Chairman.
The Chief
Minister increased the honorarium of Sarpanchs from Rs 2,000 to Rs 4,000 the
honorarium of District Panchayat Chairman from Rs 15,000 to Rs 25,000, the
honorarium of District Panchayat Vice Chairman from Rs 10,000 to Rs 15,000 and
that of District Panchayat members from Rs 6000 to Rs 10, 000. The Chief
Minister said in the conference that the Sarpanchs will now have the right to
get the works done up to a cost of Rs 50 lakh. The new revised SoR will be
applicable soon. Baghel announced the formation of a committee under the
chairmanship of the Panchayat Minister to consider the increase in the
allowance of Rs 200 to Rs 500 given to panchs for the meeting of Gram
Panchayats and to consider other demands of the office bearers of Panchayati
Raj Institutions.
